Invitation for Bids

1.    The People's Republic of Bangladesh has received a loan under Sustainable Power Sector Development Project from the Asian Development Bank (ADB) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract named above.

2.    The Power Grid Company of Bangladesh Ltd. (the Employer) invites sealed bids from eligible bidders for design, supply, delivery, installation, testing & commissioning of 132kV Rampura-Ullon underground transmission line on turnkey basis as defined in the bidding document (the Works). The Works include:

Design, supply, delivery, installation, testing & commissioning on turnkey basis of 132kV double circuit Rampura-Ullon underground XLPE cable transmission line (approx. 3km) which includes 132kV double circuit underground transmission line from existing Rampura 230/132kV Substation to existing Ullon 132/33kV Substation.

Details and specifications are provided in the Bidding Document.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure is open to all bidders from eligible source countries.

4.     Bidders shall meet the following minimum requirements along with other requirements as mentioned in the bidding documents:

1. Bidders (partner in charge in case of Joint Venture) must have successfully completed on turnkey basis, at least 3 comparable contracts (i.e. Design, supply, installation and commissioning of minimum 2km double/single circuit underground transmission lines of 110 kV or higher voltage in each contract) within the last 10 years as on the date of opening of technical proposals of which at least 1 installation shall be in successful operation for minimum of three years.
2. Bidders must also have project management experience (experience of partner in charge in case of Joint Venture) to demonstrate their management capability in at least 1 turnkey project (contract amount should not be less than US$ 2.0 million) outside their own country or in the case of a Bangladeshi Bidder, in Bangladesh or elsewhere within the last 10 years as on the date of opening of technical proposals.
3. Each Partner of the Joint Venture other than the partner in charge must have successfully completed at least 1 Contract of minimum 1km electrical line of 33kV or higher voltage as contractor or subcontractor within the last 10 years as on the date of opening of technical proposals.
4. Bidders shall provide Audited Financial statements or other forms of Financial Statements such as Balance Sheets/Financial Statements certified by a registered accountant and supported by copies of tax returns for the last three years as documentary evidence regarding Liquid Assets and Annual Turnover which should not be less than the following:
   • Average Liquid Assets for the last three years: US$ 1.0 million
   • Average Annual Turnover for the last three years: US$ 4.0 million

For Joint Venture, the partner in charge shall meet not less than 50% and each partner shall meet not less than 25% of the minimum criteria given above in item (d) (i) &(ii).

5.    The Works under this turnkey contract shall be completed within 12 months from the effective date.

6.    Bidders may obtain further information and inspect the Bidding Documents at the following address:

7.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the Company Secretary, PGCB at the above address;
• pay a non-refundable fee of USD 100 or Tk. 7,000 in the form of Pay Order/ Demand Draft in favour of the Power Grid Company of Bangladesh Ltd.;
• The Bidding Document may be sent via courier for an additional fee of Tk 500 for local delivery and $30 for overseas delivery.

8.    Bids must be delivered to:

• on or before 11:00am (BST) on 29 September 2008
• All bids must be accompanied by a Bid Security of US$ 40,000 or an equivalent amount in a freely convertible currency. The bid security must be included with the technical bid.

10.    The technical bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend.

11.    The price bids will be opened in the presence of the bidder's representatives who choose to attend at the time and date and at the address to be advised by the Employer after approval of the evaluation of the technical bids.

12.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

13.    PGCB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids including costs and expenses related to visits to the sites of installation of the Works.
