Invitation for Bids

1.    The Peoples Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Dhaka Water Supply Sector Development Program, and it intends to apply part of the proceeds of this loan to payments under the abovementioned contract. The contract will be jointly financed by ADB and the Government of Bangladesh (GoB). The eligibility rules and procedures of ADB will govern the bidding process.

2.    The Dhaka Water Supply Sector Development Project (DWSSDP) now invites sealed Bids from eligible Bidders for the Procurement of 20mm, 25mm and 40mm domestic water meter (total nos. 25,000) for Dhaka WASA under Dhaka Water Supply Sector Development Project of DWASA. The delivery/completion period is 120 days.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from Dhaka Water Supply Sector Development Project and inspect the Bidding Document at the address given below, from 09:00 to 17:00 hours.

5.    To purchase the Bidding Document in English bidders should:

• Send a written application to the office of the Additional Chief Engineer & Project Director, DWSSDP at the above address;
• Pay a non-refundable fee of BDT. 5,000 or in US$ 75 in the form of Pay Order/ Demand Draft in favour of Dhaka Water Supply Sector Development Project;
• The document will be sent by courier for an additional fee. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

• to the address above;
• on or before 12:30 pm on 7 December 2009. Late bids shall be rejected.
• all Bids must be accompanied by a Bid Security of BDT 1,900.000.

Bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend at the address indicated above.

7.    The Dhaka Water Supply Sector Development Project will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
