1.    The Royal Government of Bhutan has applied for a grant from the Asian Development Bank (ADB) toward the cost of Rural Electrification (RE4) component of Green Power Development Project (GPDP) and it is intended that part of this grant will be applied to eligible payments under the component named above.

2.     The Bhutan Power Corporation Ltd. (BPC, the Purchaser) invites sealed bids from eligible bidders for the following:

(*) For actual quantities, please refer to each of the Bidding Documents Bidders are free to bid for one lot or a combination of lots in Packages 1 & 8.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.     To purchase the Bidding Document in English, eligible bidders should:

  • submit a written application for individual packages to the address above;
  • pay a non-refundable fee of Nu. 7,000 or US$150 by Demand Draft or Banker's Check payable to General Manager, Finance and Accounts Department, BPC; and
  • The bidding documents will be sent by domestic post or by courier outside Bhutan for an additional cost. No liability will be accepted for loss or late delivery of the bidding documents.

6.    Bidders must deliver their bids:

  • to the address above;
  • on or before 15:00 hours BST, on 25 November 2008; and
  • together with a Bid Security of the amounts specified in the above table.

7.    Bids will be opened at 15:30 hours BST on 25 November 2008 in the presence of bidders' representatives who chose to attend at the address above.

8.    The BPC will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.

9.    Domestic Preference Scheme will not be applied.
