Invitation for Bids

Loan Title:Proposed Green Power Development Project (GPDP)
Contract No. and Title:Dagachhu Hydro Power Project (Lot I, Civil Works)

1.    The Royal Government of Bhutan has applied a loan from the Asian Development Bank (ADB) toward the cost of Green Power Development Project (GPDP) and it is intended that part of this loan will be applied to eligible payments under the contract named above.

2.    The Dagachhu Hydro Power Corporation Ltd. (DHPC, the Employer) invites sealed bids from eligible bidders for design-build and completion of Lot I Civil Works in all respects (the Works), consisting of;

Engineering, procurement and construction of Diversion weir, Connection channel and tunnel, Desilter, Shafts, Powerhouse, Maintenance and Control Buildings, Water supply, Sewerage and Sewage treatment system, Lighting and small power distribution system.

3.    International competitive bidding will be conducted in accordance withADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the following address during working days starting 15 July 2008:

5.    To purchase the Bidding Document in English, eligible bidders should:

  • Submit a written application to the above office and pay a non-refundable fee of US$500, and
  • the bidding documents will be sent by domestic post or by courier outside Bhutan at additional cost. No liability will be accepted for loss or late delivery of the bidding documents.

6.    A pre-bid conference will be held at 9:30 hours Bhutan Standard Time (BST) on 31 July 2008. A site visit conducted by the Employer will be organized.

7.    Bidders must deliver their bids:

  • to the address above;
  • on or before 15:00 hours BST, on 30 September 2008; and
  • together with a Bid Security of US$ 1,800,000.

8.    Bids will be opened at 16:00 hours BST on 30 September 2008 in the presence of bidders' representatives who chose to attend at the address above.

9.    The DHPC will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
