1.    The Kingdom of Cambodia has received a grant from the Asian Development Bank (ADB) towards the cost of Commune Council Development Project II (CCDP2) implemented by the Ministry of Interior, and intends to apply part of the proceeds of this Grant to cover eligible payment under this contract for the Supply and commissioning of Computer Hardware and System Software.

2.    The Ministry of Interior, Department of Local Administration now invites sealed bids from eligible bidders for the Supply and Commissioning of Computer Hardware and System Software (two active directory servers, one file server, two database servers, one storage area network, one back-up library hardware and software, operating systems, databases, anti-virus software, sixty PC's, one book digitalize and one network printer) to support the data center of civil registration.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4.    Interested eligible bidders may obtain further information from the Department of Local Administration, Project Technical Cell and inspect the Bidding Document at the address given below, during office hours.

5.    To purchase the Bidding Document in English, bidders should:

• submit a written application to the address below
• pay a non-refundable fee of US$ 100

The Bidding Document may be sent via courier for an additional fee according to destination.

6. Bids must be delivered:

• to the address below;
• on or before 25 August 2008 at 15:00 hours.

7.    All Bids must be accompanied by a Bid-Securing Declaration. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below on 25 August 2008 at 15:00 hours.

8.    The Department of Local Administration will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
