Invitation for Bids

Deadline for Bids:12 July 2007

1. Cambodia has received a Loan from the Asian Development Bank (ADB) towards the cost of Health Sector Support Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from ADB member countries.

3. The Ministry of Health, the Emplyer, now invites sealed bids from eligible bidders for the construction/rehabilitation of health facilities in operational districts of various provinces in Cambodia.

  • Lot 1: New construction and rehabilitation of Sre Ambel Referral Hospital and Koh Rong Health Post in Koh Kong Province
  • Lot 2: New construction and rehabilitation of Memut Referral Hospital in Kampong Cham Province
  • Lot 3: New construction and rehabilitation of Smach Meanchey Referral Hospital and four health centers (Steung Veng HC, Baklang HC, Neang Kok HC, Koh Sdach HC) in Koh Kong Province
  • Lot 4: New construction and rehabilitation of health centers and health posts in Sihanoukville Province (seven health facilities) and Takeo Province (six health facilities)
Bidders are free to bid for one lot or a combination of lots.

4. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One- Envelope Bidding Procedure and is open to bidders from all eligible source countries.

4. Only eligible bidders with the following qualifications should participate in this bidding:
  • has a minimum experience of building construction work for at least five years.
  • has a minimum annual average construction turnover in the last three years of at least US$1,500,000 equivalent for Lot 1, US$800,000 equivalent for Lot 2, US$1,400,000 equivalent for Lot 3, and US$450,000 equivalent for Lot 4
  • demonstrate availability of liquid assets of at least an amount equivalent to the bid price (Banker's Letter committing a line of credit if awarded the contract, will be an acceptable form of liquid assets).
  • should have past contract experience of water well drilling of a minimum of five wells of around 150 mm diameter drilled in hard rock to around 50 meter depth.
  • demonstrate availability of the minimum construction plant and equipment for the contract
  • should be able to deputize a (i) full-time construction manager with at least five years construction management experience; (ii) structural engineer with minimum five years structural/construction experience; (iii) electro-mechanical supervisor with a minimum five years experience in similar contracts; (iv) surveyor with minimum of three years experience (preferably total station surveying equipment) and; (v) Auto CAD technician with a minimum of three years experience in structural detailing and built drawings.

6. To purchase the bidding documents in English, eligible bidders should:

7. Deliver your bid:
  • to the address above
  • at or before 10:00 a.m. (Cambodia Standard Time) on 12 July 2007
  • together with a Bid Security of: Lot 1 - USD 20,000 Lot 2 - USD 15,000 Lot 3 - USD 28,000 Lot 4 - USD 7,000
or an equivalent amount in a freely convertible currency

Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend.

8. The Ministry of Health will not responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
