Invitation for Bids

1.    The Kingdom of Cambodia has received a loan from the Asian Development Bank (ADB) toward the cost of the Project: Second Financial Sector Program Cluster , and it intends to apply part of the proceeds of this loan to payments under the contract for an Integrated Banking System, bid identification: NBC IBS-1.

2.   The National Bank of Cambodia (NBC) now invites sealed Bids from eligible Bidders for the implementation of an Integrated Banking System (IBS). The IBS will support the Bank's daily operations, including functional coverage for: loans, deposits (including CDs), foreign exchange, money market and securities purchase and sale. The IBS must also support the standard core processing elements, including: general ledger, customer information, lines and limits, payments and messaging, standard predefined reports and a report writer.

The National Bank of Cambodia is committed to an open environment based upon international standards. Vendors should support banking interface standards as well as general industry standards.

The Bidder must propose a turnkey solution with all software, hardware, infrastructure and implementation support. The implementation will be at the Head Office of the NBC in Phnom Penh, Cambodia. Vendors are therefore requested to offer compliant, viable and cost effective products to suit the National Bank of Cambodia's needs.

Post qualification criteria will include several requirements on the Bidder's technical capability, turnkey project experience and financial capability including criteria noted below:

1 Provider of IBS Software Vendor must have supplied integrated banking application system software for at least 5 years worldwide.
2 Integrated, Modular Application Includes processing for: Loans, Deposits, FX, MM, Securities, Nostro/Vostro,Teller Front End, Payments, General Ledger, CIF, Lines/Limits.
3 IBS Integration The vendor must have provided integration and implementation services for CBS software, hardware and communications networks for at least 5 years worldwide.
4 IBS Integration: Asia The vendor must have provided integration and implementation services for CBS software, hardware and communications networks for at least 5 years in Asia.
5 IBS Turnover Turnover for banking systems software and integration in excess of USD 4 million for each of the past 5 years.
6 IBS Turnkey Projects The vendor must have successfully completed turnkey implementation of at least 5 contracts worldwide for a total value per project in excess of USD3 million.
7 CBS Turnkey Projects: Asia The vendor must have successfully completed turnkey implementation of at least 5 contracts in Asia for a total value per project in excess of USD3 million.
8 Asian Presence The vendor must have had an Asian Office(s) of its Company for at least 5 years.
9 Cambodian Representative The Bidder must establish a local representative office prior to any contract award.
10 Financial Soundness The Bidder must demonstrate financial soundness through audited annual financial statements (balance sheet, income statement) for the last 3 years.
11 Litigation History All pending claims, arbitration, or other litigation shall represent in total not more than 10% of the Bidder's net worth.
12 Khmer Language The system must support the Khmer Language script for the: input, storage, display and printing of data. Menus also must support the Khmer Language.
13 Open Systems The system must have a non proprietary operating system and non proprietary applications development language and environment.
14 RDMS The database must be non proprietary.
15 Multi tiered architecture Must be SOA compliant.

3.    International Competitive Bidding will be conducted in accordance with ADB's Two-Stage Procedure and is open to all Bidders from eligible source countries of ADB.

4.   Interested eligible Bidders may obtain further information from The National Bank of Cambodia and inspect the Bidding Document at the address given below, during normal business working hours. Bidders are strongly recommended to telephone the Bank prior to arrival at the premises.

5.    To purchase the Bidding Document in English, interested bidders should:

  • submit a written application to the address below or via email. It is the Bidder's responsibility to ensure that its email request was received by the NBC.
  • pay a non-refundable fee of USD 150, this fee is applicable regardless of the delivery method and regardless if the Vendor collects the Bidding Document directly from the NBC. The method of payment will be either cash or direct deposit to:

The document will be sent by either email, air mail, domestic mail or courier. Email is the preferred method in order to simplify the process. No liability will be accepted for loss or late delivery. It is the Bidder's responsibility to ensure its receipt of the Bidding Document regardless of delivery method.

6.   Stage 1 Bids (Technical response only) must be delivered to the address below at or before 09:00 hours on 9 July 2008. All Bids must be accompanied by a Bid Security of USD 54,000. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 09:30 hours on 9 July 2008.

7.    The National Bank of Cambodia will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
