Invitation for Bids

Loan No. :2174-COO: Cyclone Emergency Assistance Project
Contract :Rehabilitation of Avatiu Harbour Mariner Contract CP 07/08
Deadline for Bids :2 October 2007

1. The Cook Islands Islands has received a loan from the Asian Development Bank ( ADB) toward the cost of the Cyclone Emergency Assistance Loan Project (CEAL Project). Part of this loan will be used for payments under this contract named above. Bidding is open to bidders from eligible source countries of ADB.

2. The Ministry of Works now invites sealed bids from eligible bidders for one contract forming part of the rehabilitation of certain components of the Avatiu Harbour on the island of Rarotonga, Cook Islands.

3. The contract comprises the rehabilitation of certain cyclone damaged components of the Avatiu Harbour Mariner and the reconstruction of the following harbour works:
  • Marina Breakwater partial rehabilitation: 160 metres of cyclone damaged existing breakwater
  • Miscellaneous concrete and sealing works

(Details and specifications are provided in the Bidding Documents)

4. National competitive bidding will be conducted in accordance with ADB's Single- Stage: One-Envelope bidding procedure with post qualification.

5. Bids are invited only from bidders with the relevant construction experience and of sound financial standing. Specifically, bidders will be required to demonstrate in their bids that:

  • they possess the experience in the following activities: piling, construction and general reinforced concrete construction
  • the minimum average annual turnover over the last three years (from construction activity) must be at least US$250,000.00
  • they are able to finance cash flow requirements of US$150,000.00
  • they shall have participated in at least two similar contracts as contractor, management contractor or sub contractor in the last five years in which their contribution has been in excess of US$500,000.00

6. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below.

7. To purchase the Bidding Documents in English, bidders should:
  • write to the address below
  • pay a non refundable fee of NZ$250 New Zealand dollars

8. Deliver your bids:
  • to the address below
  • on or before 1100 hours (Cook Islands time) on 2 October 2007
  • together with the Bid Security in the amount stipulated in the Bidding Documents which is US$10,000 or an equivalent amount in freely convertible foreign currency

9. Late bids will be rejected. The Employer will not be responsible for costs or expenses incurred in the preparation or delivery of bids.

10. A site visit and pre bid meeting will be held on 11 September 2007 at 0900 at the Western end Mariner of Avatiu Harbour
