1. The Republic of Fiji has received a loan from the Asian Development Bank (ADB) towards the cost of Third Road Upgrading (Sector) Project. Part of this loan will be used for payments under the contract named above. Bidding will be conducted under International Competitive Bidding (ICB) using single-stage: one-envelope procedure and is open to bidders from eligible member countries of the ADB.
2. The Government of Fiji, through Ministry of Works, Transport and Public Utilities ("the Employer"), now invites sealed bids from eligible bidders for the construction and completion of balance earthworks, drainage, subbase, basecourse and double bituminous seal coat on 11.25 Km section of Kings Road from Wailotua to Nayavu located in hilly to rolling terrain. Material for subbase and basecourse will be provided for the purpose of the contract by the Employer. The works also includes provision of road marking and road furniture ("the Works").
3. Bids are invited only from companies with the relevant road construction experience and sound financial standing. Bidders will be required to demonstrate in their bids that:
- They possess experience in road construction activities such as earthworks, drainage, pavement construction, sealing works, etc.
- Minimum average annual construction turnover of US$ 10 million calculated as total certified payments received for contracts in progress or completed, within the last three years.
- They are able to finance minimum cash flow requirement of US$ 1,750,000.00 per month.
- They have participated as contractor, management contractor, or subcontractor, in at least two contracts within the last six years, with a value of at least US$ 8 million that have been successfully or are substantially completed and that are similar to the proposed works.

5. To purchase the bidding documents, eligible bidders should:
- Pay a non refundable fee of US$ 100 or F$ 200 by cash or bank draft to the Department of National Road; and
- Visit the office of the Department of National Roads at the address indicated above for collection of documents; or
- Request for the delivery of bidding documents for Contract No. WSC 38/09 Upgrading of Kings Road wailotua to Nayavu Completion of Remaining Works, and pay a delivery charge of F$ 100 (domestic) or US$ 125 (overseas) by Bank draft or cash if paid locally by an agent.
6. Deliver your bids:
- To the Secretary to Public Works Tender Board at the address below
- On or before the deadline: 12:00 Hours on Wednesday, 24 March 2010
- Together with a Bid Security of US$ 200,000.00 or an equivalent amount in a freely convertible currency
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late bids will be rejected.
