1. The Government of Federated States of Micronesia has recived a loan from the Asian Development Bank (ADB) towards the cost of Omnibus Infrastructure Development Project . Part of the proceeds of this loan may be used for payments under the contract FSM/CHUUK/ADB/OIDP/001: Electrical Power Rehabilitation At Chuuk- Design, Supply, Installation And Operation Of 7mw Diesel- Fired Power Station At Weno Island.
2. The Department of Transportation, Communication and Infrastructure (DTC&I) of the Government of Federated States of Micronesia on behalf of the Chuuk Public Utilities Corporation (CPUC- the Employer) invites bids from qualified and experienced contractors for the design, supply, installation and operation of following components under this contract.
- Design-build and completion on turn-key basis, a new power station equipped with internal combustion diesel-fired engine generator units, two each rated for one Megawatt (or greater) and two each rated for 2.5 Megawatt (not exceeding- in the range 2.2 MW to 2.5 MW) continuous base load capacity, housed in a plant room, complete with step-up power transformers, station auxiliary transformers, diesel emergency generators, MV/LV switchgears, paralleling and control systems, cabling to directly connect to the existing 13.8kV distribution system, erection of a section of 13.8 KV overhead line.
- Design, build and install bulk fuel storage tanks to a total of 50,000-gallons, daily fuel tanks, and 1,000 gallons motor oil tank.
- Construction for rehabilitation and modification of existing building in Port area for housing generation units, sub-station and CPUC corporate office, foundations and hard stand areas, fire protection equipment, boundary fencing and access gate, power supply with lighting, water supply and wastewater system, drainages, telephone connection.
- Provision of spare parts and training to the CPUC operational personnel and provision of operation and maintenance services for an initial period of one year of operation, as defined in these bidding documents (the Works).
- The employer may extend the services for operation and maintenance of the plant for further four years on annual basis.
3. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One Envelope Bidding Procedure with post qualification and is open to all eligible Bidders from ADB member countires.
4. Interested bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria set out in the Bidding Documents. Qualification criteria include, but are not limited to the following:
- Minimum average annual turnover of US$ 10 million calculated as total certified payments received for contracts in progress or completed, within the last three years.
- Participation as contractor, management contractor, or subcontractor, in at least two contracts within the last 5 years, each with a value of at least US$ 10 million that have been successfully or are substantially completed and that are similar to the proposed plant and services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
- For the above or other contracts executed during the period stipulated above, a minimum experience in the following key activities:
- Execution of Turnkey projects for power generation plants of capacity up to 7.0 MW
- Installation of Medium Voltage Overhead line, minimum 1000 m
- Design, Supply and installation of Electric Sub-station, minimum capacity 7.0 MW
5. The project site is located in the Weno Island, Chuuk State in FSM. The Chuuk International Airport and the Main Harbour are both located in the Weno Island.

7. Bidding Documents can be obtained from the following sources:
- Downloading the Bidding Document from the ADB website. Bidders who will download the Bidding Documents through this source need to inform Mr. Phillip Joseph, Assistant Secretary, Department of Transportation, Communication and Infrastructure (email address above) giving the details of the company, company address, e-mail address, contact person name and telephone and fax number. This is for record keeping of the parties that collected the bid documents and also to keep the bidders inform of any amendment to the Bidding documents.
- By e-mail request to Mr. Phillip Joseph, Assistant Secretary Department of Transportation, Communication and Infrastructure (email address above) giving the details of the company, company address, e-mail address, contact person name and telephone and fax number.
- Hardcopies of the Bidding Documents can also be obtained from the office of Mr. Phillip Joseph, Assistant Secretary Department of Transportation, Communication and Infrastructure at the address given above, with a request letter giving the details of the company, company address, e-mail address, contact person name and telephone and fax number. Pay a non-refundable fee of US$ 50 for hard copies if collected by hand and additional fee of US$ 100 if the documents need to be posted/ or sent via courier. Payment will be in the form of demand draft in favor of Government of FSM.
8. Bids must be delivered:
- On or before 2:00pm on 11 December 2009. Late submissions will not be accepted.
- In sealed envelopes marked: "FSM/CHUUK/ADB/OIDP/001: Electrical Power Rehabilitation At Chuuk- Design, Supply, Installation And Operation Of 7mw Diesel- Fired Power Station At Weno Island" addressed to the Assitant Secretary, Dept of Transportation, Communication and Infrastrucutre.
- To the address indicated above.
- Together with a refundable bid security of US Dollar 190,000. The bid security should be either an uncconditional bank guarantees, or an irrovacable letter of credit or a bank cheque payable to the Government of FSM. Company cheques will not be accepted.
9. A pre-bid meeting is scheduled to be held at 9:00 a.m. on 24 November 2009 at High Tide Hotel in Chuuk State. Attendance at this pre-bid meeting is not mandatory but recommended. However interetsed bidders are kindly requested to inform whether they will be attending the pre-bid meeting or not by 17 November 2009 to the following address with a copy to Mr. Philip Joseph.
