1. India intends to apply for a financing from the Asian Development Bank (ADB) towards the cost of Bihar State Highway Investment Program. Part of this loan will be used for payments of civil works contract packages under the Project, subject to the compliance to ADB policies and requirements. The initial group of roads comprises 5 civil works contract packages.
2. Road Construction Department invites sealed bids from the bidders for the construction and completion of the following first group of civil works packages.

Bidders may bid for one or several packages, as further defined in the bidding documents. Separate bids shall be required while bidding for separate packages.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

4. To purchase the bidding documents, bidders should:
- write to the address above requesting the Bidding Document for relevant Civil Works Package by specifying package numbers and road names.
- Pay a non-refundable fee of Indian Rupees 25,000/- or US$600 in the form of demand draft in favour of the Chief Engineer, Project Management Unit, Payable at any Scheduled Bank in Patna, Bihar, India. If the Bidding document is desired by courier/by post, an additional sum of Indian Rupees 1,000/- for the dispatch of the Bidding Document anywhere in India or US$100 for dispatch of documents outside India should be sent. The employer shall promptly dispatch the Document by Courier/post, but under no circumstances will it be held responsible for late delivery or loss of documents so mailed. The document shall be available for sale from IST 1030 hrs to IST 1730 hrs from 26 September 2007 to 18 November 2007.
5. Deliver your bid:
- to the address above
- on or before the deadline IST 1700 hrs. on 19 November 2007.
- together with a bid security of Indian Rupees or equivalent amount in a freely convertible currency as mentioned in Para 34.1 of ITB and Bidding Data Sheet in the Bidding Document.
6. A pre-bid meeting will be held at the Office of the Chief Engineer, Project Management Unit, Ganga Bridge Project Wing, Vishweshwaraiya Bhawan Campus, Bailey Road, Patna-800 001 on 26 October 2007 at IST 1100 hrs.
7. In the event of the specified deadline for submission of bid being declared a Government holiday, the next official working day would be deemed as the last day for the submission of bids. Technical Bids will be opened as detailed in para. 25 of ITB of the Bidding Document in the presence of bidder's representatives who choose to attend.
