Invitation for Bids

1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on 11 September 2009.

2.    India has applied for a loan from the Asian Development Bank towards the cost of Bihar State Highways II Project. Part of the proceeds of this loan will be used for payments for the Bihar State Highways II Project.

3.    Bihar State Road Development Corporation Limited (BSRDC), the Government of Bihar Undertaking now invites sealed bids from eligible bidders for the construction and completion of the following civil work package under the Project, subject to the compliance to ADB policies and requirements. The initial road comprises one civil work contract package.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

5.    To obtain further information and inspect and acquire the Bidding Document, Bidders should contact the following from 10:30 hrs to IST 17:30 hrs from 22 October 2009 to 1 December 2009:

6.    To purchase the Bidding Document, eligible bidders should:

1. visit the office of BSRDC at the address indicated above, and pay a nonrefundable fee of Indian Rupees 25,000 or US$600 in the form of demand draft in favor of Bihar State Road Development Corporation Limited, Payable at any Scheduled Bank in Patna, Bihar, India;

   or

2. request for delivery by sending a written application to the Chief General Manager at the address indicated above. The application must include a demand draft in favor of Bihar State Road Development Corporation Limited, Payable at any Scheduled Bank in Patna, Bihar, India, for the amount of Indian Rupees 26,000 (local delivery) or US$700 (overseas delivery). No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• To the address above;
• On or before 11:00 hrs. (IST) on 2 December 2009. Late bids will not be accepted.
• Together with a bid security of INR36 million or US$750,000.

Technical Bids will be opened in the presence of bidders who choose to attend at the address above at 11:00 Hrs (IST) on 2 December 2009.

8.    A pre-bid meeting will be held at the Office of the Chief General Manager at the address indicated above on 3 November 2009 at IST 11:00 hrs.
