Invitation for Bids

1.    India has applied for a loan from the Asian Development Bank (ADB) towards the cost of Himachal Pradesh Clean Energy Development Program (HPCEDIP) and it is intended that part of this loan will be used for payments under the contract named above.

2.    The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites sealed bids from eligible bidders for the procurement of Plant, design, supply, erection & commissioning and completion of Electromechanical works of the Sawra Kuddu Hydroelectric Project (3-P/ADB/HCEDIP/Sawra Kuddu (E&M):

Procurement of Plant, design, supply, erection & commissioning of Electromechanical equipment of Sawra Kuddu H.E. Project (3x37 MW) - Composing of Generating Units with Associated auxiliaries, Generator Transformers, 245kV GIS, XLPE Cable and other Power Plant Equipment for Power House Complex, Pothead Yard Area, Barrage Area, and BFV House area.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the General Manager at the following address during working days starting 9 May 2008:

5.    To purchase the Bidding Document in English, eligible bidders should:

• pay a nonrefundable fee of INRs. 20,000 or US$500;
• the Bidding Documents will be sent via courier for an additional fee of INR 1,000 for domestic delivery and US$ 100 for overseas delivery. No liability will be accepted for loss or late delivery of the Bidding Document.

6.    A pre-bid conference will be held on 24 June 2008.

7.   Bidders must deliver their bids:

• to the address above;
• on or before 14:00 hours, on 21 July 2008;
• together with a Bid Security of INR 20 Million or US$ 0.50 Million.

8.   Bids will be opened at 15:00 hours on 21 July 2008 in the presence of bidders' representatives who chose to attend at the address above.

9.    The HPPCL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
