Invitation for Bids

1.    India has applied for a loan from the Asian Development Bank (ADB) toward the cost of Himachal Pradesh Clean Energy Development Program (HPCEDIP) and it is intended that part of this loan will be used for payments under the contract named above.

2.    The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites sealed bids from eligible bidders for the construction of civil works of Kashang Hydroelectric Project (1-P/ADB/HCEDIP/Kashang (Civil Works):

Comprising construction of River Diversion, Intake Structure, Conveyance Channel, De-silting basins, Power Channel, Head Race Tunnel, Underground Balancing Reservoir, Pressure Shaft, Valve Chamber, Adit to Valve Chamber/Balancing Reservoir (bifurcating from road tunnel), civil works of underground Power House/Transformer Hall including various adits in power house complex and Tail race tunnel complete in all respects of Kashang Hydrolectric Project (65MW x 3 units) in District Kinnaur of Himachal Pradesh.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the General Manager at the following address during working days starting 10 April 2008:

5.    To purchase the Bidding Document in English, eligible bidders should:

• pay a nonrefundable fee of INRs. 15,000 or US$375;
• the Bidding Documents will be sent via courier for an additional fee of INR 200 for domestic delivery and US$ 50 for overseas delivery. No liability will be accepted for loss or late delivery of the Bidding Document.

6.    A pre-bid conference will be held at 11:00 hours on 12 May 2008.

7.    Bidders must deliver their bids:

• to the address above;
• on or before 14:00 hours, on 3 July 2008;
• together with a Bid Security of INR 200.0 lacs or US$ 500,000

8.    Bids will be opened at 15:00 hours on 3 July 2008 in the presence of bidders' representatives who chose to attend at the address above.

9.    The HPPCL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
