Invitation for Bids

1.    India has applied for a loan from the Asian Development Bank (ADB) towards the cost of Himachal Pradesh Clean Energy Development Program (HPCEDIP) and it is intended that part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites sealed bids from eligible bidders for the Construction of Civil works comprising River Diversion of Kerang Khad, Trench Weir, Conveyance Tunnel, De-sanding Basins, Connecting Tunnel (after Desanding Basin), Kerang-Kashang Link Tunnel, Drop Structure, Underground Balancing Reservoir, Adits (Intake Area), Inspection Tunnel for Desanding Basin and Hydromechanical Works of Stage II and Stage III including Testing and Commissioning complete in all respects of Integrated Kashang HEP (65 MW x 3 units) in District Kinnaur (HP), India (the works).

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the following during working days from 6 November 2009:

5.    To purchase the Bidding Document in English, eligible bidders should:

• pay a nonrefundable fee of INRs. 20,000 or US$400, and
• the bidding documents will be sent at additional cost, INR 500 by domestic post and US$ 50 by courier outside India.

6.    A pre-bid conference will be held at Shimla on 4 December 2009 at the above address. A site visit conducted by the Employer will be organized.

7.    Bidders must deliver their bids:

• to the address above;
• on or before 14:00 hours on 7 January 2010;
• together with a Bid Security of INR 30,000,000 or US$ 650,000.

8.    Bids will be opened at 15:00 hours on 7 January 2010 in the presence of bidders' representatives who chose to attend.

9.    The HPPCL will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
