1. The Government of India is applying for a loan from the Ordinary Capital Resources of the Asian Development Bank (ADB) towards the cost of Uttarakhand State Roads Investment Program Project-2 (the Project) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contracts for the Project. The terms and conditions of the contract and payments thereof by ADB will be subject in all respect to the terms and conditions of the loan agreement. No party other than India shall derive any rights from the loan agreement or have any claim to the loan proceeds.

2. Public Works Department, Government of Uttarakhand (the Employer) invites sealed bids from eligible bidders either as a single entity or as Joint Venture for the construction, completion and carrying out routine maintenance for 3 years after completion including environment mitigation measures of the following works:

The Bid security shall be in the form prescribed in ITB Sub - clause 19.2

3. National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure .

4. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below.

5. To purchase the Bidding Documents in English, bidders should:

submit a written application to the address below from 19 June to 18 July 2008
pay a non-refundable fee of Rs. 20,000 plus Rs. 2,500 as trade tax to be paid separately. Those bidders who desire to receive the documents by courier /post shall have to pay and additional Rs 1,000 for the postal charges. The method of payment will be through demand draft in favour of Project Director, PMU ADB, Public Works Department (Government of Uttarakhand) payable at Dehradun. No liability will be accepted for loss or late delivery.

6. Bid validity period shall be 120 days.

7. A Pre-bid Meeting will be held at 11:00 hours on 7 July 2008.

8. Bids must be delivered:

to the address below as per following schedule. Late bids shall be rejected.
