Invitation for Bids
1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Water Supply and Environmental Improvement Project in Madhya Pradesh, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued. 2. Indore Municipal Corporation, represented by Commissioner, Indore Municipal Corporation on behalf of Urban Administration and Development Department, Government of Madhya Pradesh (the Employer) now invites sealed bids for the works below. Bidding is open to bidders from eligible source countries of the ADB who fulfill qualification requirements given in Section 3 of Bid Document, briefly stated below.
3. In case of joint venture all partners combined must meet all financial and relevant experience requirements. One partner must meet minimum 40 % of all financial requirements and each of other partners must meet minimum 25 % of all financial requirements. 4. Bidders may bid for one or more Lots as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one lot will be allowed to do so provided those discounts are included in the letter of Price Bid. In the comparison of bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the Bidding Document. 5. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. The bids can be submitted online electronically or offline (traditional system). 6. To obtain further information, the bidder should contact: Project Manager, Project Implementation Unit 7. Pre bid meeting will be held at 11:00 hrs on 10 October 2007, at Project Manager Office, PIU, Indore. 8. For online bidding, interested Bidders can view and download Bidding Documents, QA/QC Manual, Health and Safety Manual and Standard Specifications online from www.abcprocure.com /uwseip and Bidder who wish to submit their bid shall pay a non-refundable fee of Rs. 5,000.00 or US$110 by demand draft in favor of Project Manager, PIU, Indore payable at Indore. 9. Deliver your bid online on www.abcprocure.com/ uwseip on or before 15:00 hours (IST) on 8 November 2007. Bidder shall submit to the Project Manager bid security of: (a) Rs. 13,50,000.00 (or US$ 29,000.00) for IND/WS/08, Lot No. 1 10. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. 11. A prospective Bidder requiring any clarification of the Bidding Document shall contact the Employer online at www.abcprocure.com/uwseip or through letter to PIU address up to 15:00 hours on 15 October 2007. 12. For offline bidding, bid document shall be purchased from Project Manager by paying Rs. 5,000.00 or US$110.00. The Bidding Document will be sent by courier for an additional fee of Rs.500 for delivery in India. The Purchaser accepts no liability for loss or late delivery. 13. Bid with bid security and supporting documents shall be submitted to Project Manager up to 15:00 hours on 8 November 2007. Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend at the address above 14.
