Loan No.:2046 IND: Urban Water Supply and Environmental Improvement Project in Madhya Pradesh (UWSEIMP)
Contract No.:IND/WS/08 - Elevated Service Reservoirs
Deadline for Bids:15:00 hours Local Time on 15 October 2008

1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Water Supply and Environmental Improvement Project in Madhya Pradesh (UWSEIMP). Part of this loan will be used for payments under the contracts named above.

2.    Indore Municipal Corporation, represented by Commissioner, Indore Municipal Corporation on behalf of Urban Administration and Development Department, Government of Madhya Pradesh (the Employer) invites Bids for the works given below. Bidding is open to bidders from eligible source countries of ADB who fulfill qualification requirements given in Section 3 of Bidding Document, briefly stated below.

Design and Construction of RCC Over Head Service Reservoirs

Lot No. 3: Design and Construction of RCC Over Head Service Reservoirs at Industrial Area Sector A and Mahalaxmi Nagar Sector - R in Indore City

Lot No. 4: Design and Construction of RCC Over Head Service Reservoirs at Sai Kripa Colony and Press Complex in Indore City

Minimum average annual construction turnover within the last three financial year ending 31 March, 2008 shall be for Lot No. 3 Rs. 36,000,000 (or US$ 900,000), for Lot No. 4 Rs. 36,000,000 (or US$ 900,000) and for different combination of bidding, added turnover of relevant lots shall be required.

Key Experience during last Ten years shall be for Design, Construction, Testing and Commissioning in single contract of at least:

One no. each of at least 1.5 ML capacity OHSRs for Lot No. 3 and Lot No. 4, for combined bidding of Lot No. 3 and Lot No. 4 Tow nos. each of at least 1.5 ML capacity OHSRs or one OHSR meeting equivalent cumulative capacity for combined bidding of Lot No. 3 and Lot No. 4.

3.    In case of joint venture all partners combined must meet all financial and relevant experience requirements. One partner must meet minimum 40% of all financial requirements and each of other partners must meet minimum 25% of all financial requirements.

4.    Bidders may bid for one or more Lots as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one lot will be allowed to do so, provided, those discounts are included in the letter of Price Bid.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. The bids can be submitted online electronically or offline (traditional system).

7.    To purchase the Bidding Documents, bidders should:

  • Submit a written application to the Project Manager at the address below.
  • Pay a non-refundable fee of Rs. 5,000 or US$ 110 by demand draft in favour of Project Manager, PIU, Indore payable at Indore.
  • The Bidding Document may be sent through a courier for an additional fee of Rs. 500 for local delivery.
  • For online bidders, the Bidding Documents, QA/QC Manual, Health and Safety Manual and Standard Specifications may be viewed and downloaded athttp:// www.abcprocure.com /uwseip.

8.    Bids must be delivered:

  • on or before 15:00 hours local time on 15 October 2008
  • to Project Manager at the address indicated above
  • together with a Bid Security as follows:
  1. Rs. 720,000 or US$ 18,000 for IND/WS/08, Lot No. 3,
  2. Rs. 720,000 or US$ 18,000 for IND/WS/08, Lot No. 4,
  3. Rs. 1,440,000 or US$ 36,000 for IND/WS/08, Lot No. 3 & Lot No. 4 (combined bidding)

9.    Pre bid meeting will be held at 11.00 hrs on 30 July 2008, at Project Manager Office, PIU, Indore.

10.    Bids will be opened immediately after in the presence of the Bidder's representatives who choose to attend at the office of Project Manager.

11.    The Urban Administration and Development Department, Government of Madhya Pradesh and Indore Municipal Corporation will not be responsible for any costs or expenses incurred by bidders in connection with the preparation of delivery of Bids.

12.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
