Invitation for Bids
1. This invitation for bids follows the General Procurement Notice that appeared in the ADB Business Opportunities on 19 July 2005. 2. India has received a loan from the Asian Development Bank (ADB) towards the cost of Multi-sector project for Infrastructure Rehabilitation in Jammu and Kashmir and it is intended that part of the proceeds of this loan will be applied to eligible payments for the contracts mentioned above. 3. The J&K Economic Reconstruction Agency, represented by the Superintending Engineer (Electrical) J&K Economic Re-Construction Agency, Jammu invites sealed bids from eligible bidders for the supply of equipment / goods under the above contracts, having sound financial position, required net worth, experience and who will satisfy the following specified qualification criteria. Bidders who are financially capable and bear previous experience in similar kind of works are eligible to be considered. Details and specifications are provided in the Bidding Document. 4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. Bidding is open to all Bidders from eligible source countries. 5. Interested eligible Bidders may inspect the Bidding Document and obtain further information from the following address from 11.00 to 16.00 Hours on all working days (Monday to Saturday except Government holidays) from 10 October 2009 to 30 November 2009: Superintending Engineer (Electrical) 6. All bids must be accompanied by a bid security as indicated in the table above in the form of an unconditional bank guarantee or letter of credit or cashier check issued by any reputed bank from an eligible country in favour of J&K Economic Reconstruction Agency, Jammu. The bid security amount can be in an equivalent amount in US$.The date for the exchange rate to be applied for determining the equivalent amount is 28 days prior to the deadline of bid submission. Bid Security shall remain valid for a period of 28 days beyond the validity of the Bid. 7. Pre-bid meeting shall be held in the conference hall of the J&K Economic Reconstruction Agency, 13 C/C Gandhi Nagar Jammu on 9 November 2009 at 14:00 hrs. 8. Bids must be delivered:
Technical proposal will be opened in the presence of the Bidders' representatives who choose to attend at 14:30 hrs on 1 December 2009 at the address indicated above. 9. J&K Economic Reconstruction Agency will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 10. ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents. 11. J&K Economic Reconstruction Agency reserves the right to examine and accept the credentials of the reputed bank from an eligible country proposed by the Supplier. Specific Notice |
