Invitation for Bids
1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued. 2. Power Grid Corporation of India Ltd. (POWERGRID) (Purchaser) now invites sealed bids from eligible bidders from member countries of ADB for the ICB No. C-33601-S117-7. The brief scope for Reactor Package shall be as follows: Design, engineering, manufacture, testing at manufacturer's works, transportation, unloading and delivery at site including insurance & storage, erection, testing and commissioning at site of 1x125 MVR, 420KV shunt reactor at Khandawa and 1x125 MVR, 420kV shunt reactor at Dehgam substations. 3. The detailed scope of works for subject package is described in the Bidding Documents. 4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of ADB. 5. A Pre-Bid conference for subject Package will be held at the office of the Purchaser at Gurgaon (Haryana), India on 31 August 2007. 6. Interested eligible bidders may obtain further information on the Bid from DGM (CS-SR), and inspect the Bidding Documents at the address given below. 7. A complete set of the Bidding Documents, in English language, may be purchased by any interested eligible bidder on submission of a written application to the address below from 1500 to 1700 hours (IST) on all working days from 10 August 2007 to 10 October 2007 and upon payment of a non-refundable fee of Rs.10,000/- or US$ 200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd.', payable at New Delhi or Gurgaon. 8. The documents will be sent by Air Mail/ Courier Services/ in person for overseas delivery or surface Mail/ Courier/ in person for local delivery. No liability will be accepted for loss or late delivery. 9. Bids must be accompanied by a Bid Security of US$ 94,700 or Euro 69,100 or Indian Rupees 3,816,000 equivalent amount in Indian Rupees or equivalent in favour of Power Grid Corporation of India Ltd. 10. Bids must be delivered to the address stated below on or before 11:00 hours (IST) on 11 October 2007. Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of bidders' representatives who chose to attend. Late Bids shall be rejected. 11. Alternative Bids shall not be permitted. 12. POWERGRID will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids. 13. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents. 14. The detailed Qualifying Requirements (QR) are given in the Bidding Documents of the subject package. The complete Bidding Documents including tender drawings are available at our website www.powergridindia.com. Interested bidders can download the Bidding Documents and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Documents from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the Bidding Documents (hard copy) issued by POWERGRID official, the latter shall prevail.DGM (CS-SR) Specific Notice |
