1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Uttarakhand State Road Investment Program - Project 1. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. Public Works Department, Government of Uttarakhand now invites sealed bids from eligible bidders for the construction, completion and carrying out routine maintenance for three years after completion of the following works:

3. National Competitive Bidding will be in accordance with ADB's Single-Stage: Two-Envelope bidding procedure.

4. A complete set of bidding documents in English may be purchased by interested eligible bidders on submission of a written application at the address given from between 10.00 hours to 17.00 hours during working days starting 16 July 2007 to 16 August 2007, and upon payment of a nonrefundable fee of Rs. 20,000 plus trade tax as applicable to be paid separately. For an additional fee of Rs 500, the documents will be sent by courier/post. The method of payment will be by demand draft payable to the Project Director, PMU ADB, PWD, Dehradun, payable in Dehradun. No liability shall be accepted for loss or late delivery.

5. Only eligible bidders with the following key qualifications should participate in this bidding.
  • Minimum average annual construction turnover (inclusive of escalation), calculated as total certified payment received for contracts in progress or completed, within the last five years (with base year as 2007-2008) of equal or more than the amount indicated in table below.
  • General Construction Experience by participation as contractor, management contractor or subcontractor, in at least two contracts within the last five years, each with a value equal or more than the amount indicated in table below, that have been successfully or substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, method, technology, or other characteristics as described in Section VI of Bid Document.
  • Specific Construction Experience in the key activities shown in the table below.
  • Should be able to deploy key personnel and equipment to match his work program and complete the works within the time of completion of works and during the maintenance period subject to the minimum of two units each of computerized hot mix plant (minimum capacity of 45 tonnes per hour), sensor paver finisher 3.75 meter width, road rollers (80 KN-100KN) and excavator/JCB/Dozer, three unit of concrete mixers (150 liters capacity) and one unit each of road roller PTR and vibratory road roller.
  • Should not have pending litigation more than 50 of the bidder's current net worth.

6. Pre-bid meeting with the bidders shall be held at the Office of The Project Director, PMU, ADB, PWD, 19 Siddharth Enclave, Public Works Department (Government of Uttaranchal) Dehradun at 11.00 hours on 2 August 2007. The bidders who want to visit the project site may approach the Employer for grant of permission.
