1.     India has received a loan from the Asian Development Bank (ADB) towards the cost of the Madhya Pradesh State Roads II Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued.

2.     Madhya Pradesh Road Development Corporation (MPRDC) invites sealed bids from eligible bidders for the construction and completion of the following civil works packages.

Bidders are free to bid for one or several contracts.

3.     International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

4.     To obtain further information and inspect and acquire the Bidding Document bidders should contact the office of:

• write to the address above requesting the Bidding Document for relevant Civil Works Package by specifying package numbers and road names.
• pay a non-refundable fee of Indian Rupees 25,000/- or US$600 in the form of demand draft in favor of the Managing Director, Madhya Pradesh Road Development Corporation Ltd., Payable at any Scheduled Bank in Bhopal, Madhya Pradesh, India. The document may be sent by courier/post for an additional fee of Rs.1,000 (domestic delivery) or US$100 (international delivery). The employer shall promptly dispatch the Document by Courier/post, but under no circumstances will it be held responsible for late delivery or loss of documents so mailed. The document shall be available for sale from IST 1030 hrs to IST 1730 hrs from 6 September 2007 to 22 October 2007.

6.     A pre-bid meeting will be held at the Office of Managing Director, M.P. Road Development Corporation Ltd., 16 A- Arera Hills, Bhopal (M.P) on 28 September 2007 at IST 1100 hrs.

7.     Deliver your bid:

• to the address in Clause 4 above


• on or before the deadline IST 1100 hrs. on 23 October 2007.


• together with a bid security of Indian Rupees as detailed for each civil works package in Clause 2 above for which a bid is submitted or equivalent amount in a freely convertible currency as mentioned in Para 34.1 of ITB and Bidding Data Sheet in the Bidding Document. Late bids will be rejected.
  

8.     Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.     In the event of the specified deadline for submission of bid being declared a Government holiday, the next official working day would be deemed as the last day for the submission of bids. Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend at the address given in Clause 4 above.

10.     The MPRDC will not be responsible for any costs or expenses incurred by the bidder in connection with preparation or delivery of bids.
