Invitation for Bids

1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of Rajasthan Urban Sector Development Investment Program (RUSDIP). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2.    The Project Director, RUIDP on behalf of Local Self Government Department under Urban Development Department of the State of Rajasthan now invites sealed bids from eligible bidders based on following post-qualification criteria for the construction and completion of following work at Jaisalmer investment program town on Turnkey Basis:

3.    The brief description of the work are as follows:

  • Raw water pumping Station with 3 Nos. V.T. pumps, 6.6 KV Electric motor and related electrical & mechanical equipments and instruments.
  • Surge protection system.
  • 600 mm pipe line 57100 m with required air valves, butterfly valves scour valves etc.

4.    Major qualification criteria are as follows:

B. Financial Situation:

Bidder must satisfy following criteria with respect to Cash flow requirements, average annual construction turnover and net worth.

i. Historical Financial Performance
Submission of audited balance sheets or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last 3 (three) financial years to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability.
As a minimum, an Applicant's net-worth calculated as difference between total assets and total liabilities should be positive.

ii. Average Annual Construction Turnover

iii. Financial Resources
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(1) the following cash-flow requirement, Rs.736 Lacs (equivalent US Dollars 1.84 million), and
(2) the overall cash flow requirements for this contract and its current works commitment.

i. General Experience
Experience under contracts in the role of lead partner in a joint venture or aggregate experience in a joint venture contractor for at least the last 5 (five) years prior to the applications submission deadline.
The other partner of JV shall have at least two years experience as contractor on works of a similar nature.

ii. Specific Experience
     (a) Contracts of Similar Size and Nature
Participation as a sole bidder, or in the case of a JV, the lead partner, in at least 1 (one) contract within the last five years, each with a value of Rs.4712 Lacs (equivalent US Dollars 11.78 million) that have been successfully or are substantially completed and that are similar to the proposed plant and services. The similarity shall be based on the physical size, complexity, methods, technology of this work. must meet requirement must meet requirement not applicable not applicable
     (b) Experience in Key Activities
For the above or other contracts executed during the period stipulated in 4.2(a) above, a minimum experience in the following key activities:

The Bidder must have executed and satisfactory completed at least one water supply project comprising of Raw Water Pumping Station with HT motors of installed capacity of 250 KW or more and pumping main of size of more than 400 mm diameter of metallic pipe in a length of at least 20 km with a total cost of not less than Rs. 2000 Lacs (equivalent US Dollars 5.0 million).

The Bidder shall submit copies of Work Orders, Completion and satisfactory performance Certificates in support of their experience claims.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

7.    To purchase the complete set of the Bidding Document, in English, for the package (in duplicate), eligible bidders should:

(a) visit the office of the Rajasthan Urban Infrastructure Development Project at the address given above and pay a nonrefundable fee of Rs5,000 or US$125 in cash;

or

(b) request for delivery by sending a written application to the Rajasthan Urban Infrastructure Development Project at the address given above. The application must include a demand draft payable to Project Director, RUIDP, for the amount of US$125 or Rs5,000 plus an additional fee of Rs500 for domestic delivery or US$100 for overseas delivery. The document will be sent by courier. A copy of RUIDP publications of "Standard Specifications of Civil Works" and "Quality Assurance and Quality Control (QAQC)" will be provided along with the bid document. No liability will be accepted for loss or late delivery.

8.    Pre Bid Meeting shall be held in the office of Project Director, RUIDP, Jaipur on 4 August 2008 at 3.00 p.m. All Bidders are encouraged to participate in this meeting. It is desirable that Bidding Documents are studied thoroughly before this meeting. Visit us on http://www.ruidp.gov.in.

9.    Deliver your bid:

  • to the address above;
  • on or before 3:00 p.m. on 30 August 2008;
  • together with a Bid Security as mentioned above or an equivalent amount in Indian Rupees.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

10.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
