1.    The Government of India has received a loan from the Asian Development Bank (ADB) towards the cost of National Power Grid Development Investment Program. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB.

2.    The Power Grid Corporation of India Ltd. (POWERGRID, the Employer) invites sealed bids from eligible bidders for the construction and completion of OPGW Package O: C-61902-L878-7/G8 as described below (the Facilities).

The brief scope for OPGW Package shall be as follows:

Part : A (For new ±800 kV HVDC line)

The scope of this part shall include the planning, design, engineering, supply, supervision of erection/installation of OPGW cable, splicing, termination, testing, demonstration for acceptance, commissioning and documentation of:

1. Supply of 24 fibre OPGW cable along with hardware & fittings
2. Supervision of Erection of OPGW cable
3. Testing ( before handing over of OPGW cable drums, each installed OPGW cable drum and end to end testing of installed OPGW cable) and Commissioning of above OPGW cable
4. Supply & Installation of Joint box
5. Splicing of fibres after installation of OPGW cable
6. All associated hardware, fittings and accessories (Tension assembly, Suspension assembly, Vibration dampers, Reinforcing rods, Earthing clamps, Downlead clamps etc.) required for installation of OPGW cable.

The details of the survey carried out by the Transmission Line Contractors along with tower spotting data and other mechanical loads shall be provided to the OPGW Contractor for preparations of drum schedule/detailed engineering.

The erection/installation of OPGW cable for ±800 kV Bipole Biswanath Chariyali - Agra transmission line shall be carried out by the transmission line package Contractors under the supervision of OPGW contractor.

Part : B (For existing AC lines)

The scope of this part shall include the detailed survey, planning, design, engineering, supply, installation, training at site, splicing, termination, testing, demonstration for acceptance, commissioning and documentation of:

1. Supply of 48 fibre OPGW cable along with hardware & fittings
2. Live line installation of above 48 fibre OPGW cable
3. Supply & Installation of Joint box
4. Splicing of fibre and end to end testing of OPGW cable
5. All associated hardware & fittings and accessories (Tension assembly, Suspension assembly, Vibration dampers, Reinforcing rods, Earthing clamps, Downlead clamps etc.) for OPGW cable.
6. Training at site

The detailed scope of works for OPGW Package O is described in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's One-Stage: One-Envelope Bidding Procedure.

4.    The detailed Qualifying Requirements (QR) are given in the Bidding Document of the subject package. The complete set of the Bidding Document including tender drawings are available at our website http://www.powergridindia.com. Interested bidders can download the Bidding Document and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Document from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the official Bidding Document (hard copy) issued by POWERGRID, the latter shall prevail.

5.    A Pre-Bid conference will be held at the office of the Employer at Gurgaon (Haryana), India on 12 August 2009.

6.    To obtain further information and inspect the Bidding Document, bidders should contact:

7.    To purchase the Bidding Document in English, eligible bidders should:

1. visit the office of POWERGRID at the address indicated below from 15:00 to 17:00 hours (IST) on all working days from 27 July to 14 October 2009 and pay a non-refundable fee of Rs. 10,000 or US$ 200 payable by crossed bank draft in favour of 'Power Grid Corporation of India Ltd.,' payable at New Delhi or Gurgaon,

   or

2. request for delivery by sending a written application to the office of POWERGRID at the address indicated below requesting for the Bidding Document for OPGW Package O : C-61902-L878-7/G8. The application must include a crossed bank draft in favour of Power Grid Corporation of India Ltd., for the amount of Rs.10,000 or US$ 200. The document will be sent by courier at no additional cost. No liability will be accepted for loss or late delivery.

8.    Deliver your bid:

• to the address above
• on or before 1100 hrs IST on 15 October 2009. Late Bids shall be rejected.
• together with a Bid Security of US$219,300 or EURO 155,100 or INR 10,682,000 or other freely convertible currency in favour of Power Grid Corporation of India Ltd.

Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of bidders' representatives who choose to attend.

9.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
