1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of the National Power Grid Development Investment Program, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    Power Grid Corporation of India Ltd. (POWERGRID- the Purchaser) now invites sealed Bids from eligible Bidders from member countries of ADB for the procurement of Conductor Package - C6 for Gorakhpur - Agra section of ± 800kV HVDC BIPLOE Biswanath Chariyali - Agra Transmission line and 110/132kV Earth Electrode line at Agra associated with North East - Northern/Western Interconnector-I Project under Package ICB No. C6: C-61915-L075-7 as per the details below:

(i) ACSR 'LAPWING' : 3492 kms.
(ii) ACSR 'ZEBRA' : 265 kms.

More details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's One-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible bidders may obtain further information on the Bid, and inspect the Bidding Document at the address mentioned below.

5.    The complete Bidding Document is available at the following website http://www.powergridindia.com. Interested bidders can download the Bidding Document and commence preparation of bids to gain time. However, bidders will be required to purchase the Bidding Document officially from POWERGRID, before submission of their bids Purchase will be duly authenticated by the executive issuing the Bidding Document. In case of any discrepancy between the Bidding Document downloaded and the official Bidding Document (hard copy) issued by POWERGRID, the latter shall prevail.

6.    To purchase the complete set of Bidding Document in English, bidders should either:

1. visit the office of POWERGRID at the address indicated below from 15:00 to 1700 hours (IST) on all working days from 09 July 2009 and pay a non-refundable fee of Rs. 10,000 or US$ 200 payable by crossed bank draft in favour of Power Grid Corporation of India Ltd., payable at New Delhi or Gurgaon,

   or

2. request for delivery by sending a written application to the office of POWERGRID at the address indicated below. The application must include a crossed bank draft in favour of Power Grid Corporation of India Ltd., for the amount of Rs.10,000 or US$ 200. The document will be sent by courier at no additional cost. No liability will be accepted for loss or late delivery.

7.    Bids must be accompanied by a Bid Security of US$ 427,900 or EURO 302,700 or INR 20,482,000 or equivalent amount in a freely convertible currency in favour of Power Grid Corporation of India Ltd.

8.    Bids must be delivered to:

• the address stated below;
• on or before 11:00 hours (IST) on 24 September 2009. Late Bids shall be rejected.

Bids will be opened immediately after the deadline in the presence of Bidders' representatives who choose to attend.

9.    POWERGRID will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
