1.    India has received a loan from the Asian Development Bank (ADB) towards the cost of Bihar State Highways Project. Part of the proceeds of this loan will be used for payments under 3 civil works contract packages of the Project.

2.    Road Construction Department, Govt. of Bihar, invites sealed bids from eligible bidders for the construction and completion of the following civil works packages.

3.    Bidders may bid for one package or combination of packages, as further defined in the Bidding Documents. Separate Bidding Documents shall be required when bidding for separate packages.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the address below from 11:00 hrs to 17:00 hrs from 19 November 2008 to 6 January 2009:

6.    To purchase the Bidding Documents, bidders should:

1. visit the office of Road Construction Department at the address given above and pay a non-refundable fee of Rs 25,000 or US$ 500 in the form of demand draft in favour of the Under Secretary (Accounts), Road Construction Department, Bihar Payable at any Scheduled Bank in Patna, Bihar, India. Bidding Documents can also be purchased from the office of the Resident Commissioner, Bihar Bhawan, Chanakyapuri, New Delhi, Phone No. +91-11 23012274/ 23015035.

2. Request for delivery by sending a written application requesting for the Bidding Documents specifying the package numbers and road names. The application must include a demand draft, in favour of the Under Secretary (Accounts), Road Construction Department, Bihar Payable at any Scheduled Bank in Patna, Bihar, India, for the amount of Rs 26,000 (local delivery) or US$600 (for overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Deliver your bid:

• to the address above;
• on or before 15:00 hrs on 7 January 2009. Late Bids will be rejected. In the event of the specified deadline for submission of bid being declared a Government holiday, the next official working day would be deemed as the last day for the submission of bids.

Technical Bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend.

8.    Bids must be accompanied by a bid security of Indian Rupees or equivalent amount in a freely convertible currency as mentioned in the table above.

9.    A Pre-Bid Meeting will be held at the Office of the Chief Engineer, Project Management Unit, (National Highways Wing), Road Construction Department, Vishweshwaraiya Bhawan Campus, Bailey Road, Patna-800 001 on 22 December 2008 at 11:00 hrs.
