1.    The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Power Transmission Improvement Sector Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2.    PT PLN (Persero), the Employer, now invites sealed bids from eligible bidders from member countries of ADB for the design, manufacture, supply, installation, testing and commissioning of Java Bali Power Transmission System, Package B-6: Extension of 500/150 kV Substations in Java.

(Details and specifications are provided in the Bidding Document).

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of ADB.

4.    The Bidders should have specific experience to built 500 kV substations successfully in at least 2 contracts within the last 10 years.

5.    Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below:

6.    To purchase the bidding Document in English, eligible bidders or their authorized representative should:

• Write to the address above starting 4 June 2008;
• Pay non-refundable fee of IDR 4.5 million or USD 500 in cash;
• The Bidding Document may be sent by mail or courier for an additional fee of IDR 450,000 or USD 50.

7.    Site visit will be carried out from 23 June to 27 June 2008 and the Pre-bid Conference will be held at the above address on 2 July 2008.

8.    Bidders should deliver their bids:

• to the address above
• on or before 26 August 2008. Late bids will be rejected
• together with Bid Security of not less than: USD 507,000 or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline at the address above in the presence of the bidders representatives who choose to attend.

9.    The Employer will not be responsible for the costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

10.   In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
