Invitation for Bids
1. The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Road Rehabilitation 2 Project and it intends that part of the proceeds of the loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued. 2. The Directorate General of Highways, Ministry of Public Works now invites sealed bids from eligible bidders for the construction and completion of the following contract associated with the project:
Details and specifications are provided in the Bidding Document. 3. International competitive bidding will be conducted in accordance with ADB's One-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. 4. To obtain further information and inspect the Bid Document, please contact the addresses stated in the table above. Bid is open to firms and voluntarily formed joint ventures from eligible source countries. 5. The Bidding documents, in the English language, may be purchased by any interested Bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of Rp. 500,000.00 or USD 60.00 for each package. The method of payment will be by cash. The Bid Documents will be available from 6 September, 2007 up to 24 hours prior to the deadline of the submission of bids, during working hours. The Bidding Document may be collected from the address stated in table above or may be sent by mail or courier for an additional fee of Rp. 1 million or USD 110.00. No liability will be accepted for loss or late delivery. 6. All bid must be delivered to the address in the table above, clearly marked "Bid for Road Rehabilitation 2 Project" on or before 9 October 2007 at 10:00 am local time together with a Bid Security of:
Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend. Late Bids shall be rejected. 7. The Directorate General of Highways, Ministry of Public Works will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids. 8. The Employer reserves the right to reject late bids and is not responsible for any costs or expenses incurred by Bidders in connection with the delivery or preparation of bids. The bids will be evaluated adopting post-qualification to review capacity of bidders. Post-qualification will also applied to pre-qualified firms previously approved because of the scope changes and substantial cost increase anticipated in the above contract packages. 9.
