1. The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Road Rehabilitation 2 Project (RR2P) and it intends to apply part of the proceeds of the loan to eligible payments under the contract named above. Bidding is open to eligible bidders from source countries of ADB.
2. The Directorate General of Highways (the Employer), Ministry of Public Works now invites sealed bids from eligible bidders for the construction and completion of the following contracts:

3. International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to firms and voluntarily formed joint ventures from eligible source countries of ADB.
4. Interested eligible Bidders may obtain further information and inspect the Bid Document at the address of the procurement committee given above on the dates indicated in the table above, during working days. Further information may also be obtained from the following website: http://www.pu.go.id.
5. The Bidder, either as a single entity or joint venture, should meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications.
- Average annual turnover within the last three years should be as indicated in the table below;
- General construction experience of at least 7 years;
- Specific construction experience in Similar Size and Nature either as a contractor, management contractor or subcontractor in at least 2 contracts within the last 7 years, each wit a value of at least as indicated in the table below;
- Specific construction experience in Key Activities within 7 (seven) years have a minimum construction experience as indicated in the table below,
- Must demonstrate that it has or has key field personnel with the minimum requirement as stipulated in the bidding document;
- Must demonstrate that it has or has access to key equipment such as asphalt mixing plant, crushing plant, asphalt finisher, tandem rollers, vibrating rollers, etc, with the minimum capacity as stipulated in the bidding document.

6. To purchase the bidding documents in English, eligible bidders should:
- write to address above requesting the Bidding Documents for the relevant package(s);
- pay a non-refundable fee Rp.1,000,000 for each package by cash;
- if to be delivered by registered courier, an additional sum of Rp. 500,000 (or its US$ equivalent) for each set of bidding documents is required for postage and handling.
7. Deliver your bids:
- to the following address, clearly marked "Bid for Road Rehabilitation 2 Project";
- on or before the deadlines indicated below;
- together with a Bid Security as indicated in the table below.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
9. The Directorate General of Highways, Ministry of Public Works will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
10. The Employer reserves the right to reject late bids.
11. The bids will be evaluated adopting post qualification to review bidders capacity.
