1.      This Invitation for Bids follows the General Procurement Notice for this project which appeared in the adb.org on 8 December 2005.

2.      The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of the Local Government Finance and Governance Reform Sector Development Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB.

3.      The Ministry of Finance now invites sealed bids from eligible bidders for the procurement of hardware, networking, off-the-shelf software and related services for 171 regions participating in the Development of Regional Financial Management Information and Reporting Systems - Hardware Component (SIPKD and Regional SIKD - Hardware).

(Details and specifications are provided in the Bidding Document).

4.      International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

5.      Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below from 26 October 2007 to 6 December 2007, during working days.

6.      To obtain the Bidding Document in English, eligible bidders should write to the address above.

7.      Bidders should submit their bids:

• to the address above
  
• at or before 2:00 pm; 7 December 2007. Late bids will be rejected.
  
• together with a Bid Security of US$292,280 or an equivalent amount in a freely convertible currency.
  

8.      Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address given above

9.      The Ministry of Finance will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.      In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document
