1.    This Invitation for Bids follows the General Procurement Notice for this project which appeared in the ADB Business Opportunities on 8 December 2005 and the first Invitation for Bids which appeared in the ADB Business Opportunities on 26 September 2007.

2.    The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of Local Government Finance and Governance Reform Sector Development Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract named above. Bidding is open to eligible bidders from source countries of ADB.

3.    The Ministry of Finance now invites sealed bids from eligible bidders for procurement of hardware, networking, off-the-shelf software and related services for 171 regions participating in the Development of Regional Financial Management Information and Reporting Systems - Hardware Component (SIPKD and Regional SIKD - Hardware).

(Details and specifications are provided in the Bidding Document).

4.    International Competitive Bidding will be conducted in accordance withADB's Single Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

5.    Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below from 8 May 2008 to 18 June 2008, during working days.

6.    To obtain the Bidding Document in English, eligible bidders should:

  • write to the address above
  • pay a non-refundable fee of IDR 450,000 for local payment or $50 for overseas payment. The method of payment will be by bank draft payable to Bank of Indonesia or Bank Rakyat Indonesia to the bank account stated below.
For overseas payment:

7.    Qualified bidders must have, among others, (i) experience in successfully implementing at least 2 work contracts of similar complexity; (ii) average turnover of a minimum of equivalent US$ 22 million per year over the past three years; (iii) sound financial position of long-term profitability of at least US$ 4 million equivalent and strong positive net worth of at least US$ 6 million equivalent.

8.    Bidders should submit their bids:

  • to the address above
  • on or before 2:00 pm; 19 June 2008. Late bids will be rejected
  • together with a bid Security of US$292,280 or an equivalent amount in a freely convertible currency.

9.    Bids will be opened immediately thereafter in the presence of the bidder' representatives who choose to attend at the address given above.

10.    The Ministry of Finance will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
