1.    The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract. The works include:

Construction of the WSS system at Akkoltyk settlement (population is 953 persons) comprising construction of:

1. newly drilled water intake well 40 m in depth;
2. procurement and installation of 2 submersible pumps, 25 m3/h x 70m x 7.5 kW, (for new well and existing well);
3. service staff building and 1st level pump station with ultra violet bactericidal plants with total capacity 30m3/hr;
4. transmission line length 190 m from steel and PE pipes;
5. steel water tower capacity 160 m3, height is 18 m;
6. distribution network with length 16.88 km,the depth of pipes laying is 1,5 m with application of pipes with dia 160, 125, 110 and 50 mm with installation of water meters in manholes - 266 pieces and fire hydrants -42 pieces;
7. power line 10kV length 0.05 km and power line 0.4kV length 1.07 km for pump control. Procurement and installation of transformer 160KW/10/0.4 kV;
8. Demolition of metallic net fences installed on r/concrete supports 1.2 m in height, 122 m in length;
9. Improvement of territory of water works site including rehabilitation of zone of sanitary protection and water tower;
10. pre-cast concrete blank fence 374 m length, 2 m high.

Construction of the WSS system at Zharty-tobe settlement (population is 1,420 persons) , comprising of construction of:

1. 2 new drilled water intake wells 125 m in depth, procurement and installation of submersible pumps, 2 no. x 40 m3/hr x 60m x 11 kW;
2. 1st level pumps station building;
3. transmission line length 354 m, DN150mm from steel and PE pipes;
4. distribution network, length 12.44 km made , with installation of 360 yard connections and 59 fire hydrants;
5. steel water tower capacity 50 m3, height is 18 m;
6. 2 clear water reservoirs with capacity 200 m3;
7. 2nd level pump station with 2 ultra violet bactericidal plants with capacity 40m3/hour and 4 no. pumps of 50m3/hour x 40m;
8. power line 0.4kV length 0.104 km between transformer station and pump station. Procurement and installation of transformer 63 KW/10/0.4 kV;
9. improvement of water facilities area;
10. pre-cast concrete slab fence 379 m in extent, 2 m high.

3.    International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

4.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

• Minimum average annual turnover from construction business over the last three years of US$1.4 million.
• Carried out at least two similar projects with a value of at least US$0.7 million each.
• The overall contract completion period will be twelve point six (12.6) months.

6.    To purchase the Bidding Documents in English, eligible bidders should:

• write to address above requesting the bidding documents for Contract No. ICB-05B ( South-Kazakhstan oblast);
• pay a non-refundable fee of KZT 18,750 or US$ 150 by bank draft or pay order issued by a scheduled Bank in favour of the Central Project Coordination Unit, RAWSSP. The method of payment will be direct deposit to specified account. Payment receiver is Tax Committee under Ministry of Finance of the Republic of Kazakhstan, Astana city, tax number is 032200000017, BIK 000 080 900 in Treasury Committee under the Ministry of Finance of the Republic of Kazakhstan, MFO 195 301 070, code 11 KBK 203101.

7.    Deliver your bid:

• to the address above;
• on or before 15:00 p.m. on 4 September 2008;
• together with a Bid Security of 2% of the Bid Price;
• the document can alternatively be sent by DHL or UPS courier services. No liability will be accepted for loss or late delivery.

Bids will be opened immediately after in the presence of bidders' representatives who choose to attend.

7.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
