1.    The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract. The works include:

• Reconstruction of the WSS system at Marinovka (Atbasar rayon) settlement, comprising construction of:
  1. 3 boreholes (depth 15-17 m), construction of 2 1st level pump stations (3×3m) with 4 submersible pumps, 2 sanitary zones (100×102m and 100×100m) with total wall length 804m;
  2. Transmission pipeline, length is 716m with PE pipes DN 110 and 1470m DN 160;
  3. replacing the distribution network of the settlement , length 20300 m with PE pipes DN 50-225mm, installation of 80 public standpipes and 79 fire hydrants, septic tank 80m3 - 1unit, 10m3 - 4 units, septic-collectors 1.0m3- 2 units;
  4. Rehabilitation of 2 existing reservoirs with volume 500m3 each;
  5. Power lines 10 kW x length 3750 m. and installation of transformer 10/0.4kV 25 kVa-2 units;
  6. Water facilities area improvement (72 x90m).
• Reconstruction of the Distribution network at Makinka (Enbekshilderskyi rayon) settlement, comprising of construction of: Reconstruction of the distribution network of the settlement, length 17284 m with PE pipes DN 63-110 mm, installation of 85 public standpipes and 47 fire hydrants.
• Reconstruction of the WSS system at Madeniet (Schuchinskyi rayon) settlement, comprising construction of:
  1. 2 boreholes (depth 70 m), construction of 1st level pump station (3.0×3.6m) with 3 submersible pumps and sanitary zone (113×102m);
  2. Construction of transmission pipeline, length is 1424m with PE pipes DN 110;
  3. Rehabilitation of 2 clean water reservoirs with volume 100m3 each;
  4. Construction of new pump station of 2nd level (6 x12m) with installation of 2 bactericidal equipments with capacity 20m3/hour, productivity 0.8kW, and mounting of septic-collector with volume 10m3;
  5. Construction of water tower, height 15m and tank volume 25m3;
  6. Construction of the distribution network of the settlement , length 6162 m with PE pipes DN 90 mm, installation of 42 public standpipes and 42 fire hydrants, septic-collector 10m3;
  7. Power lines 10 kW x length 1550 m. and installation of transformer 10/0.4kV 63 kVa on water facilities area and power lines 0.4kV length 1250m;
  8. Water facilities area improvement (88 x76m).

3.    International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

4.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

• Minimum average annual turnover from construction business over the last three years of US$2.9 million.
• Carried out at least two similar projects with a value of at least US$1.25 million each.
• The overall contract completion period will be 14 months.

6.    To purchase the bidding documents in English, eligible bidders should:

• write to address above requesting the bidding documents for Contract No. ICB-07A (Marinovka, Makinka, Madeniet settlements of Akmola oblast);
• pay a non-refundable fee of KZT 18,750 or US$ 150 by bank draft or pay order issued by a scheduled Bank in favour of the Central Project Coordination Unit, RAWSSP. The method of payment will be direct deposit to specified account. Payment receiver is Tax Committee under Ministry of Finance of the Republic of Kazakhstan, Astana city, tax number is 032200000017, KBK 203101, KNP 911; Treasury Committee under the Ministry of Finance of the Republic of Kazakhstan IIK 000 080 900, BIK 195301070.

7.    Deliver your bid

• to the address above;
• on or before the deadline: 15:00 p.m. on 4 September 2008;
• together with a Bid Security of 2% of the Bid Price;
• the document can alternatively be sent by DHL or UPS courier services. No liability will be accepted for loss or late delivery.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
