1.    The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under the Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract.

Reconstruction of WSS system at Marinovka (Atbasar rayon), comprising: drilling of 3 boreholes, depth 15-17m; construction of 2 pump stations (3*3) with sanitary zone 100*102 and 100*100m, length 804m; PE water pipes D110mm, length 716m and D160mm, length 1470m; replacement of distribution network with length 20,298m from PE pipes with D50-225mm with installation of 80 standpipes and 79 fire hydrants, pits 80m3 - 1 unit, 10m3 - 4 units; septic collectors 1m3 - 2 units; rehabilitation of existing clean water reservoirs with volume 500m3 - 2 units; power line 10 kV x length 3.8km; installation of transformer unit 10/0.4kV 25kWa - 2 units; construction area improvement 72*90m.

Reconstruction of WSS system at Makinka (Enbekshilderskii rayon), comprising: rehabilitation of the distribution network of the settlement from PE pipes D 63-110mm, length 17,284m, including 85 public standpipes and 47 fire hydrants.

Construction of WSS system at Madeniet, (Schuchinskii rayon) settlements, comprising: drilling of 2 boreholes, depth 70m each; construction of pump station (3.0*3.6) with sanitary zone 113*102; PE water pipes D110mm, length 1,424m; rehabilitation of existing clean water reservoirs with volume 100m3 - 2 units; construction of pump station of 2nd lift 6*12m with installation of 2 bactericidal equipment with productivity 20m3/hour, capacity 0.8kWa; mounting of septic-collector (10m3); construction of water tower with height 15m and volume 25m3; construction of distribution network with length 6,162m from PE pipes with D 90mm with installation of 42 standpipes and 42 fire hydrants, septic collector 10m3; power line 10 kV x length 1,550m; installation of transformer unit 10/0.4kV 63kWa and Power line 0.4kV, length - 1,250m; construction area improvement 88*76m.

Construction of WSS system at Novo-Dolinka, (Ereimentau rayon) settlements, comprising: drilling of 2 boreholes, depth 60m each; construction of pump station (4.3*2.7m), including 2 ultraviolet equipment and sanitary zone 102*102; PE water pipes D110mm, length 4,845m; construction of clean water reservoirs with volume 150m3 - 2 units; construction of pump station of 2nd lift 6*6m; construction of water tower with height 18m and volume 50m3; construction of distribution network with length 9,392m from PE pipes with D 63-110mm with installation of 35 standpipes and 36 fire hydrants, septic collectors 5m3 - 5 units; power line 10 kV x length 4,870m from existing transformer unit 35/10kV with mounting of complex transformer unit 10/0.4kV 25kWa and construction of power line 10kV with installation of complex transformer unit 10/0.4kV 63kWa; construction area improvement 76*96m.

3.    International Competitive Bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

4.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

• Minimum average annual turnover from construction business over the last three years of US$2.05 million.
• Carried out at least two similar projects with a value of at least US$1.67 million each.
• The overall contract completion period will be 17 months.

5.    To obtain further information and inspect the Bidding Documents, Bidders should contact the address below from 30 April 2008 to 5 June 2008, from 09:00 hrs to 12:00 hrs from Monday to Friday.

6.    To purchase the bidding documents, eligible bidders should:

1. visit the office of Committee for Water Resources at the address indicated below and pay a nonrefundable fee of KZT 18,750 or US$ 150 in cash,

   or

2. request for delivery by sending a written application to the Committee for Water Resources at the address indicated below for the Contract No. ICB-07 (Akmola oblast). The application must include a bank draft or pay order issued by a scheduled Bank for the amount of KZT 18.750 or US$ 150 plus an additional fee for local delivery or overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

• together with a Bid Security of not less than 2% of the Bid Price.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
