Invitation for Bids (Rebidding)

1. The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Committee of Water Resources (CWR), Ministry of Agriculture, now invites sealed bids for the Construction of Rural Water Supply and Sanitation System from eligible bidders for the following:
Rehabilitation and construction of water supply systems of the two villages in Northern Kazakhstan. The main works shall include rehabilitation/new construction of water supply and sanitation system serving (i) Poltavka settlement, located in Akkayynskiy rayon, and
(ii) Arykbalyk settlement, located in Ayrtausky rayon, of North-Kazakhstan oblast.
The works for Poltavka settlement comprise the following new infrastructure and renovation of existing works:
- Replacement of 110 mm dia pipeline, about 3000 meters;
- Installation of about 10,000 meter of water distribution network in low pressure with Poly-Ethylene pipes of diameter 110 mm to 63 mm, installation of 50 public outlets and 51 fire fighting hydrants plus 6 individual supply connections to public service buildings, primarily in trenches of 3.0 meter depth;
- Rehabilitation of two concrete reservoir structures with 500 m3 capacity;
- Rehabilitation of a one pumping station, including supply and installation of 3 centrifugal pumping units, capacity 5-7kw, 200 m3/day, 380V power supply;
- Rehabilitation of a steel water tower with 18 meter height and a 50 m3 capacity tank made of welded steel panels; and
- Provision of all material for replacement of some 400m external power supply lines, 0.400 kV.
The works for Arykbalyk settlement comprise the following new infrastructure and renovation of existing works:
- Drilling of 2 No. deep wells of 50 m depth;
- Supply and installation of 2 No. submersible pumps, 17kW capacity;
- Connection between the two new deep wells by 6km long 160mm dia pipeline;
- Rehabilitation of existing ground reservoir structure (6 compartments) and air filters;
- Installation of 8 km water distribution network of low pressure Poly-Ethylene pipes of diameter 160 mm to 63mm, including installation of 53 public outlets and 73 fire fighting hydrants plus 5 individual supply connections to public service buildings, primarily in trenches of 3.0m depth;
- Rehabilitation of one existing service pumping station, including supply and installation of centrifugal pumping units, size 5.5 kVA, capacity 30m3/hr, 380V power supply, for delivery of water to the elevated tank and fire fighting and 2 pumps 1.5kW for drainage; and
- Rehabilitation of an existing steel water tower with 18m height and a 50 m3 capacity tank.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.
Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:
- Minimum average annual turnover from construction business over the last three years of US$2.8 million
- Carried out at least two similar projects with a value of at least US$1.4 million each.
The contract completion period will be fifteen (15) months.

5. To purchase the bidding documents in English, eligible bidders should:
- write to address above requesting the bidding documents for Contract No. ICB-RAWSSSP-01 (Northern Kazakhstanskaya oblast)
- pay a non-refundable fee of KZT37,500 or US$ 300 by bank draft or pay order issued by a scheduled Bank in favor of the Central Project Coordination Unit, RAWSSP
6. Deliver your bid:
- to the address above
- on or before the deadline: 16:00 p.m. on 13 September 2007.
- together with a Bid Security of 2% of the Total Bid Price
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
7. CWR will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
8. When comparing bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
