1.      The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.      The Ministry of Agriculture of the Republic of Kazakhstan, through Committee of Water Resources (CWR) invites sealed bids for the Construction of Rural Water Supply and Sanitation Systems ("the Works"), from eligible bidders having extensive experience, sound financial position, and adequate resources of manpower and equipment.

Rehabilitation and construction of water supply systems of the 5 villages in Akhmola Oblast, Republic of Kazakhstan include the following components:

Re construction of the WSS system at Kyzylzhar Zhar settlement, comprising of

• Drilling of 2 boreholes with construction of underground pump chambers and installation of submersible pumps;
• Construction of groundwater pumping station, size 3,0 x 3,0 m with establishment of pump control panel, water meters. Establishment of sanitary protected area size is 100x102meters,
• Construction of main water supply pipe line made of PE pipes with d 160mm, length 1.53 km;
• Construction of two reinforced concrete reservoirs for clean water capacity 500m3 each;
• Installation of 5.472 km water distribution network in PE pipes d 63-160mm and installation of 27 public outlets and 27 fire fighting hydrants;
• Construction of water tower with 18m height and 50 m3 tank capacity;
• Construction of power line 10 kV, length 1485 and installation of transformer unit (TU) 10/0,4 kV 63 kVA and 10/0,4 kV 25 kVA;
• Improvement of water facilities area size is 66m x78 m, fencing of sanitary protected area

Re construction of the WSS system at Romanovka settlement, comprising of

• Drilling of 2 boreholes with construction of underground chambers and installation of submersible pumps ;
• Construction of groundwater pumping station with installation of pump control panel and water meters.
• Establishment of sanitary protected area size is 100x103meters;
• Construction of main water supply pipeline made of PE pipes d 110mm, length 4.526 km;
• Construction of 2 reservoirs for clean water capacity 200m3 each;
• Installation of 9.942 km water distribution network in PE (Poly-Ethylene) pipes of from diameter 110 mm to 63mm including installation of 45 public outlets and 45 fire fighting hydrants;
• Construction of a new pump station of 2nd level with installation of pumps and UV treatments units. Installation of septic tank, 2m3;
• Construction of steel water tower with 18m height and a 50 m3 capacity tank;
• Construction of power lines 10 kV, length 35 m from existing power lines up to water facilities area with establishment of Transformer Unit 10/0,4 kV 63 kVA - 230 m up to water intake facilities with establishment of Transformer Unit 10/0,4 kV 25 kVA;

Improvement of water facilities area size is 78m x88 m, fencing of sanitary protected area. Re construction of the WSS system at Sofievka settlement, comprising of

• Drilling of 2 boreholes with underground chambers and installation of submerable pumps;
• Construction of groundwater pumping station, installation of equipment for control over pumps and water meter.
• Development of sanitary area, size is 100m x102 m, , construction of fenced enclosure;
Connection between the two new deep wells by 1.475 km long 160mm dia PE (Poly-Ethylene) transmission main to the ground reservoir
• Construction of two reinforced concrete reservoirs for clean water, volume 500 m3 ;
• Installation of 10.595 km water distribution network in PE (Poly-Ethylene) pipes of from diameter 160 mm to 50mm including installation of 56 public standpipes and 56 fire hydrants;
• Construction of service pumping station with installation of UV treatments units;
• Construction of steel water tower with 18m height and 50 m3 capacity;
construction of power line 10 kV from existing transformer unit 35/10 kW up to water facilities area, length 2505 m up to water facilities area with setting up transformer unit 10/0,4 kV 63 kVA and up to the water intake facilities with setting up transformer unit 10/0,4 kV 25 kVA ;
• Improvement of water facilities area. Construction of septic tanks capacity 1.0m3, 10m3, 30m3.

Re construction of the WSS system at Urupinka settlement, comprising of

• Construction of fence for sanitary area around two existing boreholes, installation of 3 submersible pumps and construction of power line 10 kV with length 200 m from existing power line up to boreholes, erection of transformer unit 10/0,4 kV 25 kVA;
• Connection from the two existing deep wells by 3.366km long 110mm dia PE (Poly-Ethylene) transmission main to the existing ground reservoir structure;
• Installation of 12.37 km water distribution network in low pressure PE (Poly-Ethylene) pipes of from diameter 160 mm to 63mm including installation of 49 public outlets and 52 fire hydrants;
• Construction of service pumping station, installation of pumps;
• connection of existing steel water tower with 18m height and a 50 m3 capacity tank;
• Construction of power line 10 kV, length 190 m around water facilities area with installation of transformer unit 10/0,4 kV 63 kVA;
• Improvement of water facilities area, size is 76m x 78m construction of fencing for sanitary protected area.

3.      International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

1. Minimum average annual turnover from construction business over the last three years of US$2.8 million
2. Carried out at least 2 similar projects with a value of at least US$1.4 million each

4.      The contract completion period will be twelve months.

6.      To purchase the bidding documents, eligible bidders should:

• write to address above requesting the bidding documents for Contract No. ICB-RAWSSSP-04 (Akhmola oblast)
• pay a non-refundable fee of KZT 25 000 by Bank draft or Pay Order issued by a scheduled Bank in favor of the Central Project Coordination Unit, RAWSSP

7.      Deliver your bid:

• to the address above
• on or before the deadline: 3:00 p.m. on 30 October 2007
• together with a Bid Security of 2% of the Bid Price

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
