1. The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2. The Ministry of Agriculture of the Republic of Kazakhstan, through Committee of Water Resources (CWR) invites sealed bids for the Construction of Rural Water Supply and Sanitation Systems ("the Works"), from eligible bidders having extensive experience, sound financial position, and adequate resources of manpower and equipment.

3. Rehabilitation and construction of water supply systems of the 4 villages in Maktaaral rayon South Kazakhstan Skaya Oblast, Republic of Kazakhstan, include the following components:

a. Rehabilitation of the WSS system at Kazybek-Bi settlement, comprising of:

• Drilling of a new well, depth 215m, installation of 1 submersible pump, capacity 16 m³/h, pressure 80m and power 5.5 kW
• Dismantling and assembling of a new steel water tower - capacity 50m³, height 18m, including accessories
• Construction of 2 reservoirs for fire-fighting, capacity 50 m³
• Construction of distribution network with length 16.8 km of polyethylene pipes with diameter DN32, DN50 and DN110, installation of 20 public standpipes and 327 house connections with PE pipes DN15 (l=3.27 km) inclusive water meter
• Dismantling and assembling of 1st-level pump station with underground chambers and construction of a building for treatment units with installation of 2 UV-disinfection plants with capacity of 50m³/h including electro-mechanical equipment
• Main pipeline construction of PE pipes DN110, DN50 (l=91 m) from well building to network
• Replacement of power lines between existing transformer 63kVA-10/0.4KV and pump station building, length 115 m for pump control
• Dismantling of existing fence (l=82m) and installation of new reinforced concrete fencing (l=199 m, 2 m high), improvement of water facilities including rehabilitation of sanitary protected area

b. Rehabilitation of the WSS system at Taubay-ata settlement, comprising of:

• Drilling of a new well 210m in depth and rehabilitation of existing well, installation of 2 new submersible pumps with capacity 16 m³/h and power 5.5 kW
• Construction of 1st-level pump station with underground chamber and a building for staff with installation of 5 UV-disinfection plants with each capacity 10 m³/h including electro-mechanical equipment
• Dismantling and replacement of water tower with capacity 50m³ and height 18m including accessories
• Construction of distribution network with length 4.74 km made of polyethylene pipes diameter 110 mm, pipeline laying in depth 1.5 m, installation of 1 public standpipe and 34 fire hydrants, 92 yard connections with steel pipes DN15, DN20, DN25 (l=2.51 km) and 92 water meters
• Replacement of power line 10kV on length of 0.64 km between transformer 10/0.4KV and pump station building and length of 2.35 km for pump control (0.4 kV), procurement and installation of new transformer 63KVA-10/0.4kV
• Improvement of territory with rehabilitation of sanitary protected area 30 m and construction of reinforced concrete plate fencing 248m, 2m height

c. Reconstruction of the WSS system at Zhambyl settlement, comprising of:

• Drilling of a new well 215m in depth and rehabilitation of the existing well with installation of 1 submersible pump of capacity 16 m³/hour, power 5.5 kW and pressure 80m
• Dismantling and assembling of new steel water tower with capacity 50m³ and heigth 18m including accessories
• Construction of transmission pipeline (length 64 m) DN110 from polyethylene pipes
• Construction of distribution network with length 5.45 km of polyethylene pipes DN32, DN50, DN110, installation of 12 public standpipes, 115 house connections with PE pipes DN 15 (length 1.15km) and installation of 115 water meters
• Construction of 2 reservoirs for fire-fighting with capacity 50 m³
• Dismantling and assembling of 1st-level pump station with underground chamber and a building for staff with installation of 2 UV-disinfection plants with capacity 15m³/h including electro-mechanical equipment
• Replacement of power line between existing transformer 63KVA-10/0.4kV and pump station building, power line 0.4kV (length 15 m) for pump control
• Dismantling of existing fencing (l=184m) and construction of new reinforced concrete fence with length 133m (2m height), improvement of territory with rehabilitation of sanitary protected area

d. Re construction of the WSS system at Zhana-dala settlement comprising of:

• Drilling of a new well 210m in depth, procurement and installation of 2 submersible pumps, capacity 25 m³/h, pressure 100m, power 11 kW
• Construction of 1st-level pump station with underground chamber, building for installation of 2 UV-disinfection plants with capacity 15m³/h including electro-mechanical equipment
• Dismantling and assembling of a new water tower with capacity 50m³ and height 18m including accessories
• Construction of transmission line and distribution network with total length 10,0 km with polyethylene pipes, installation of 3 public standpipes and 29 water distribution boxes with each 8 water meters, installation of 58 fire hydrants
• Dismantling of existing transformer 100kVA and installation of new transformer 160kVA-10/0.4 KV, installation of power line 0.4 KV (length 70 m) for pumps control
• Dismantling and construction of reinforced concrete plate fence 259m, 2m height. Improvement of territory with rehabilitation of sanitary protected area

4. International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

• Minimum average annual turnover from construction business over the last three years of US$2.8 million
• Carried out at least 2 similar projects with a value of at least US$1.4 million each

5. The contract completion period will be twelve months.

7. To purchase the bidding documents, eligible bidders should:

• write to address above requesting the bidding documents for Contract No. ICB-RAWSSSP-03 (South - Kazakhstan skaya oblast)
• pay a non-refundable fee of KZT 20,000 by Bank draft or Pay Order issued by a scheduled Bank in favor of the Central Project Coordination Unit, RAWSSP

8. Deliver your bid:

• to the address above
• On or before the deadline: 3:00 p.m. on 22 November 2007
• together with a Bid Security of 2% of the Bid Price

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
