1.   The Republic of Kazakhstan has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Area Water Supply and Sanitation Sector Project (RAWSSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Committee for Water Resources under Ministry of Agriculture of the Republic of Kazakhstan invites sealed Bids from eligible Bidders for the construction of civil works for the above contract. Post-qualification will be applied for this contract.

Reconstruction of WSS system at Budennoe (G. Musrepova rayon), comprising:

Water supply distribution network with length 5,574 m; including 29 public standpipes and 29 fire hydrants, (pipeline depth 3 m); 5 septic collectors, reinforced concrete reservoirs - 2 units, (volume 200 m3); service pumping station (6x9), steel water tower, volume 50 m3, power line 0.4 kV x length 335 meters.

Reconstruction of WSS system at Dolmatovo (Kyzylzharsky rayon), comprising:

2 boreholes (depth 22 m); mounting of package water treatment plant (PWTP), output capacity 63 m3/day (2.6 m3/hr); WS distribution network, length 4,031 m including 23 public standpipes and 23 fire hydrants; 1 septic collector; steel water tower with volume 50 m3; power line 10kV x length 245 m., 0,4 kV x length 111m. and transformer unit (TU 10/0.4 kV) capacity is 63 kW - 1unit.

Reconstruction of WSS system at Tendyk (Taynshinsky rayon) comprising:

Raw water pipeline GWP, length 6,237 m, and twin parallel steel pipe conduit across the river (length 227 m); WS distribution network in the settlement, length 2,904 m, including 15 public standpipes and 20 fire hydrants; 4 septic collectors; reinforced concrete reservoirs - 2 units with volume 100 and 50 m3; service pumping station (6x12); steel water tower with volume 25 m3, power lines 0.4 kW x length 285 m. and cable line 0.4 kW x length 85 m.

Reconstruction of WSS system at Belovka, Krasnoznamennoe and Kalugino (Mamlutsky rayon) settlements, comprising:

1. Belovka settlement: 2 boreholes (depth 31 meter); concrete reservoirs - 2 units, volume 150 m3; pumping station (6x12); steel water tower, volume 50m3, transmission pipeline from water tower to Belovka, length 3,216m; WS distribution network, length 4,285 m including 23 public standpipes and 23 fire hydrants;
2. Kalugino settlement: WS transmission pipeline from water tower to the settlement, length 1,288m; WS distribution network, length 3,572 m; installation of 20 public standpipes and 20 fire hydrants;
3. Krasnoznamenskoe settlement: WS transmission pipeline from pumping station to the settlement, length 7,372m; power supply for external illumination and pumping stations; clean water reservoirs, volume 250m3 - 2 units; reconstruction of pump station with replacement of equipment; steel water tower in Krasnoznamennoe settlement, volume 50m3; WS distribution network, length 3,454; including 27 public standpipes and 27 fire hydrants, repairing of 33 manholes.

3.    International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

• Minimum average annual turnover from construction business over the last three years of US$2.8 million;
• Carried out at least two similar projects with a value of at least US$2.0 million each.

The overall contract completion period will be 17.5 months.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the address below from 26 March 2008 to 5 May 2008, from 9:00 hrs to 12:00 hrs from Monday to Friday.

5.    To purchase the Bidding Documents in English, eligible bidders should:

• write to the address above requesting the Bidding Documents for Contract No. ICB-06 (Northern Kazakhstanskaya Oblast);
• pay a non-refundable fee of KZT 37,500 or US$ 300 by bank draft or pay order issued by a scheduled Bank.

6.    Deliver your bid:

• to the address above;
• on or before the deadline: 15:00 p.m. on 6 May 2008;
• together with a Bid Security of not less than 2% of the Bid Price;
• The document can alternatively be sent by DHL or UPS courier services. No liability will be accepted for loss or late delivery.

Bids will be opened immediately after the closing deadline in the presence of bidders' representatives who choose to attend.

7.    The Committee for Water Resources will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
