1.    The Ministry of Transport and Communications of the Kyrgyz Republic has received a grant from the Asian Development Bank (ADB) towards the cost of CAREC Regional Road Corridor Improvement Project / Section Sary Tash - Karamyk (Km 0 to 136). Part of this grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Ministry of Transport and Communications of the Kyrgyz Republic (the Employer) invites sealed bids from eligible bidders for the construction and completion of the 136 km of the road between Sary Tash and the Tajikistan border close to Karamyk, including 56 km of asphalt concrete pavement, the new construction of 6 bridges and repair of 7 bridges and associated drainage and river erosion protection works (the Works).

3.    Only bidders meeting sufficient qualification criteria will be considered, in particular:

• Sound financial performance for the last 3 years;
• Minimum average construction turnover of US$ 15 Millions within the last 5 years;
• Ability to meet cash flow requirement of US$ 3 Millions over 4 months;
• Experience of 5 years in general construction and of at least 3 contracts within the last 10 years, each with a volume of at least US$ 15 Millions;
• Minimum annual productivity in the above contracts of:

  300,000 m³ of earthworks;

  8,000 m³ of asphaltic concrete;

  300,000 m² of thin surfacing (surface dressing or asphaltic concrete wearing course less than 40mm thick) (Note : This work is not included in the bidding documents, buy may be included in the contract as variation if funds become available);

  300 m² of new bridge deck construction;

  repair of 3 bridges under traffic.

4.    International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure .

6.    To purchase the bidding documents in English, eligible bidders should:

• write to address above requesting the bidding documents for CAREC Road Regional Improvement Project - ADB Grant No. 0084 KGZ (SF) - Section Sary Tash - Karamyk (km 0 to 136)
• pay a non-refundable fee of US$250 (two hundred and fifty) by payment into the nominated government bank account (to be advised by PIU)

7.    Deliver your bid:

• to the address above;
• on or before 16:00 hours Bishkek time on 6 May 2008, together with a Bid Security of US$ 500,000 or an equivalent amount in a freely convertible currency from a reputable bank approved by the Employer.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    When comparing Bids, ADB's Domestic Preference Scheme will not be applied.
