1.    The Government of the Kyrgyz Republic has received a grant from the Asian Development Bank (ADB) towards the cost of the Investment Climate Improvement Program System Support Project and it intends to apply part of the proceeds of this grant to payments under the agreement resulting from this IFB: Development, supply, delivery, installation, testing, commissioning of a fully operational system for the Business registration One-Stop Shop. This contract will be with the Government of the Kyrgyz Republic. The eligibility rules and procedures of ADB will govern the bidding process.

2.    The Ministry of Economic Development and Trade (the Executing Agency) now invites sealed bids from eligible Bidders for the development of a software system including installation, training and technical support for the Business Registration One-Stop Shop systems. The system will be accessed across a VPN from a number of sites around the Kyrgyz Republic. Hardware, hardware installation, related services and hardware support will be procured locally and are not included in this IFB.

3.    Limited International Competitive Bidding procedures will be conducted in accordance with ADB Guidelines for Procurement and is open to all invited Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from the ICIP Technical Project Cell under the Ministry of Economic Development and Trade of the Kyrgyz Republic at the following address:

5.    Bidders should meet the following minimum qualification criteria:

1. During the past 3 years, the Bidder must have completed as a prime contractor 3 successful contract involving the development, installation, and provision of technical support for a government software system as a prime contractor. The Bidder must submit information about the completed contracts and contact information of clients from whom the references could be taken or whom the Purchaser may, when necessary, visit to familiarize themselves with the systems put into operation by the Bidder. All such visits will be on Purchaser's account.
2. The Bidder must submit audited financial statements (balance sheet, income statement) for the last 3 years.
3. The Bidder should have successfully completed, as main supplier, 2 contracts with value of each not less than USD $190,000 within the last 3 years.
4. The Bidder shall have experience in development of application software.
5. The Bidder shall have experience in training end-users and IT specialists under projects for establishment of large-scale information systems.
6. This experience should be gained by Bidder, Joint Venture or consortium partner; the experience of sub-contractor will not be accepted.

6.    To purchase the complete set of Bidding Documents in English, bidders should:

• submit a written application to the address above;
• pay a non-refundable fee in the amount of US$100 or the equivalent in Kyrgyz Som. The method of payment will be by bank deposit to the account below;
• The bidding documents will be sent by Courier Service at no additional cost or may be sent in scanned version (PDF) by e-mail. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

• to the address below;
• on or before the deadline: 16:00 on 2 December 2009. Late bids will be rejected.
• All bids must be accompanied by a bid security of $5,500.

9.    The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder.

10.    The Ministry of Economic Development and Trade of the Kyrgyz Republic will not be responsible for any costs or expenses incurred by the bidders in connection with preparation or delivery of bids.
