1.       The Kyrgyz Republic has received a Loan from the Asian Development Bank (ADB) towards the cost of the Southern Transport Corridor Road Rehabilitation Project, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.       The Ministry of Transport and Communications of the Kyrgyz Republic now invites Bids form eligible Bidders from member countries of ADB for the supply and delivery of the following Road Maintenance Equipment and its related Services.

Details and Specifications are provided in the Bid Documents.

3.       International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders form eligible source countries.

4.       Post qualification criteria will include requirements on financial capacity, technical capability and works experience of which some are listed below:

• Number of contracts successfully completed as main supplier within the last three years shall be in minimum 10 contracts. Value, nature and complexity of these contracts should be comparable to the contract to be let.
• Goods offered have been in production for at least two (2) years and the minimum of 25 units of similar type and capacity have been sold and have been in operation satisfactorily for at least 1 (one year).

5.       Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office address given below.

6.       The Bidding Documents in the English language may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of non-refundable fee of US$ 200 from Wednesday, 12 December 2007. The method of payment will be by check or cash. The Companies who have procured the bid-documents based on the first publication do not need to purchase the tender documents for re-bidding as no changes for the documents have been made with the exception of the submission deadline date. The Bidding Documents will be sent by courier for and additional fee of US$ 100.

7.       All documents (other than those being part of the issued Bid Document) to be submitted with the Bid and technical literature provided in support of the Bid MUST be in the English language. However, a blank Russian language copy of the bidding documents will also be provided to the Bidders. Completion of this and all other documents to be submitted with the Bid and technical literature submitted in support of the Bid also in the Russian language would be helpful to the Purchaser but is optional and NOT mandatory. Only the English language version shall be used for evaluation and shall prevail.

8.       Bids must be delivered to the address below at or before 14:00 hours local time on January 31, 2008. All Bids must be accompanied by a Bid Security of not less than 40.000 USD. Late Bids shall be rejected. Bids will be opened immediately after the deadline in the presence of the Bidder's representatives who choose to attend.

9.       The Purchaser will not be responsible for and costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
