Invitation for Bids

1.    The Government of Lao PDR has received a grant from the Asian Development Bank (ADB) and a loan from the OPEC Fund for International Development (OPEC Fund) towards the cost of the Northern and Central Regions Water Supply and Sanitation Sector Project. Part of this Grant and Loan will be used for payments under the proposed contract named above.

2.    The Department of Housing and Urban Planning (DHUP) of the Ministry of Public Works and Transport (MPWT), the Purchaser, now invites sealed bids from selected bidders for the supply and delivery of about 5,600 sets of water supply meters and connection fittings for the district towns of Kenethao in Sayaboury province, Nan in Luang Prabang province, and Houn in Oudomxay province in Lao PDR. Incoterms will be CIP to each district town.

3.    Limited International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to selected bidders from eligible source countries of ADB.

4.    Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below between 9am and 5pm on any weekday starting 23 June 2008.

5.    To purchase the Bidding Documents in English, bidders should:

• submit a written application to the address below
• pay a non-refundable fee of US$170 for each set. The method of payment will be by cashier's check or in cash. The Bidding Documents may also be sent by courier service, at no additional cost. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

1. to the address below
2. on or before 10:00 hours on 21 July 2008

7.    All bids must be accompanied by a Bid Security of at least US$5,000. Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address below.

8.    The Ministry of Public Works and Transport will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
