1. The Lao People's Democratic Republic (Lao PDR) has received a Grant from the Asian Development Bank (ADB) and a Loan from the OPEC Fund for International Development (OPEC) Fund towards the cost of the Northern and Central Regions Water Supply and Sanitation Sector Project. Part of this Grant and Loan will be used for payments under the Contract named above.
2. The Contract for which the Executing Agency is currently seeking bids for water supply civil works in the district towns of Xanakham, Keo-Oudom, Khoun, Xamtay and Sing in Lao PDR. Bidders may bid for more than one contract, as further defined in the Bidding Document, but must not combine bids or parts thereof. Bidders wishing to offer discounts can do so, but only in respect of individual contracts. Discounts cannot be offered for a combined bid of more than one contract. Discounts offered must be included in the Letter of Bid. Bidding is open to bidders from eligible source countries of the ADB.
3. The Ministry of Public Works and Transport (MPWT), the Employer, now invites sealed bids from eligible bidders for the construction and completion of a piped water supply system in the district towns of Xanakham, Keo-Oudom, Khoun, Xamtay and Sing in Lao PDR.

Construction and completion of a piped water supply system in the town of Xanakham, Vientiane province in Lao PDR. The raw water source will be the Mekong River, from which a river intake will supply water via pumping station to a water treatment plant (rapid sand filter) with a capacity of 1,280m3/day.

Construction and completion of a piped water supply system in the town of Xamtay, Houaphan province in Lao PDR. The raw water source will be the Houay Sanong, from which a stream intake will supply water by gravity to a water treatment plant (rapid sand filter) with a capacity of 1,270m3/day.

Construction and completion of a piped water supply system in the town of Sing, Luang Namtha province in Lao PDR. The raw water source will be the Nam Ya, from which a river intake will supply water by gravity to a water treatment plant (rapid sand filter) with a capacity of 1,830m3/day.

Construction and completion of a piped water supply system in the town of Khoun, Xieng Khouang province in Lao PDR. The raw water source will be the Nam Lem, from which a stream intake will supply water by gravity to a water treatment plant (rapid sand filter) with a capacity of 920m3/day.

Construction and completion of a piped water supply system in the town of Keo Oudom, Vientiane province in Lao PDR. The raw water source will be the Nam Ngum, from which a river intake will supply water via pumping station to a water treatment plant (rapid sand filter) with a capacity of 4,230m3/day.

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.
5. Only eligible bidders with the following key qualifications should participate in this bidding:
- Experience in construction for the last 3 years. For any contractor bidding for 1 contract, it must have participated in at least 1 contract within the last 3 years with a contract value of US$700,000. For any contractor bidding for 2 contracts, it must have participated in at least 2 contracts within the last 4 years with a contract value of US$800,000. For any contractor bidding for 3 contracts or more, it must have participated in at least 3 contracts within the last 6 years with a contract value of US$1,000,000.
- Submission of audited balance sheets, income and other financial statements for the last 3 years with a positive net worth calculated as the difference between total assets and total liabilities.
- The minimum average annual construction turnover within the last 3 years should be US$800,000 for bidders of 1 contract, US$1.6 million for bidders of 2 contracts and US$2.4 million for bidders of 3 contracts or more.
- For each contract, the contractor must provide at least 1 Engineer with at least 7 years of work experience and at least 3 years of experience in works of similar nature; 1 Foreman/Construction Supervisor with at least 7 years of work experience and at least 5 years of experience in similar nature; Electrical/Mechanical Supervisor with at least 5 years work experience and at 3 three years of experience in similar nature; Commissioning Supervisor with at least 5 years of work experience and at least 3 years of experience in similar nature.
6. Interested eligible bidders may obtain further information and inspect the Bidding Documents, at the address given below starting 31 July 2008.

7. To purchase the Bidding Documents in English bidders should:
- submit a written application to address above;
- pay a non-refundable fee of US$100 for each set. The method of payment will be cash or by Western Union or similar to the person and address set out in para. 6;
- the Bidding Documents can be collected directly at the address given above at no extra cost;
- the Bidding Documents can also be sent by courier service, or equivalent, for an additional fee of US$120. No liability will be accepted for loss or late delivery.
8. Bids must be delivered:
- to the address above;
- on or before 09:30 hours on 10 September 2008.
9. All bids must be accompanied by a Bid Security of at least 2% of the total bid price or an equivalent amount in a freely convertible currency. Bids will be opened immediately thereafter in the presence of the bidder's representatives who choose to attend at the address above.
10. The Ministry of Public Works and Transport will not be responsible for any costs or expenses incurred in the preparation and delivery of bids.
11. In the comparison of bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the Bidding Documents.
