Invitation for Bids

1.    The Republic of Maldives has received a loan from the Asian Development Bank (ADB) towards the cost of the Domestic Maritime Transport Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Ministry of Finance and Treasury, on behalf of Ministry of Transport and Communication invites sealed bids from eligible Bidders for the Domestic Maritime Transport Project. The scope works include:

  1. Civil Construction Works: Dredging and Reclamation works of approximate 26,000 m3, - 4.0m depth, Construction of 268 m long quay-wall with DL. - 4.0m depth, Additional drive-on access and cargo handling area of 6,500 m2, Water way Concrete box culvert at 3 places and the provision of ancillary harbor facilities such as mooring rings, fenders, gates, fencing, guard posts and lighting system.
  2. Building Works: A covered shelter of 480 m2, Office and guard room of 93 m2, Pump house of 14 m2 and a toilet of 16 m2.
  3. Utility works: Water Supply with outlets of 3 places, Power supply, Fire fighting system with 2 hydrants from pump house and Sewerage system.
  4. Procurement of Handling Equipments: 1 Unit Rough Terrain Crane with max. 25 Tons lift and 2 Units Forklift with max 3 Tons lift.

3.    International Competitive Bidding will be conducted in accordance withADB's Single-Stage: One-Envelope Bidding Procedure .

5.    To purchase the Bidding Documents in English, bidders should:

  • submit a written application to Tender Evaluation Section of Ministry of Finance and Treasury at the address above from 8 June 2008 to 5 August 2008 between 0830 hrs to 14:00 hrs on all working days;
  • pay a non-refundable fee of US$ 150.00 (which includes the cost of courier mailing). Bidders wishing to collect the documents in person or electronically, shall be required to pay Mrf 1,300.00 or US$ 100.00. Additional set of documents may be purchased, each at the same price. The method of payment will be by crossed cheque or wire transfer.

6.    A pre-bid meeting will be held on 15 July 2008 at 12:00 Hrs Maldivian time at the Ministry of Finance and Treasury.

7.    Deliver your bid:

  • to the Ministry of Finance and Treasury at the address specified above. Bids shall be valid for a period of 120 days from the date of bid opening.
  • on or before 12:00 hrs Maldivian time on 7 August 2008. Bids will be opened immediately after the deadline in the presence of Bidder's representatives who chose to attend.

8.    All bids shall be accompanied by a Bid Security of the value USD 80,000.00, valid 28 days beyond the validity of the Bid.
