1.    Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of the Mongolian Customs Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the Mongolian Customs Automated Information System (CMP-01/2008).

2.    The Mongolian Customs General Administration now invites sealed Bids from eligible Bidders for the goods and related services in the implementation of the (1) External Portal, (2) Integrated Customs Information System; and (3) ICT Hardware and Software for the Mongolian Customs Automated Information System.

3.    International Competitive Bidding will be conducted in accordance with ADB's Two-Stage Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

4.    Interested eligible Bidders may obtain further information and inspect the Bidding Document from the Mongolian Customs General Administration at the address given below from 10:00 to 17:00 hours:

5.    To purchase the Bidding Document in English, bidders should:

1. visit the office of the Mongolian Customs General Administration at the address given above and pay a nonrefundable fee of US$200 or Mnt 234,000 in cashier's check payable to Customs Modernization Project;

   or

2. request for delivery by sending a written application to the Mongolian Customs General Administration at the address given above. The application must include a cashier's check payable to Customs Modernization Project for $200 or MNT 234,000 and an additional fee of $10 for local delivery or $50 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

• to the address above
• on or before 3:00 p.m. (local time) on July 4 2008. Late bids shall be rejected.

7.    Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address given above.

8.    All Bids must be accompanied by a Bid Security of not less than 2% of the Bid Price in US Dollars or an equivalent amount in a freely convertible currency.

9.    Mongolian Customs General Administration will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.   In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
