1.    The invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities in March 2006.

2.    The Government of Nepal has received a Grant from the Asian Development Bank (ADB) towards the cost of the Road Connectivity Sector I Project and intends to apply part of the proceeds of this Grant to eligible payments under the above-mentioned contracts. Whereas this contract will be jointly financed by ADB, OPEC fund and The Government of Nepal, procurement will be guided by the policies and procedures defined in ADB's Procurement Guidelines. Bidding is open to bidders from eligible source countries of ADB.

3.    The Project Directorate, Department of Roads (DOR), Ministry of Physical Planning and Works, (the Employer) on behalf of Government of Nepal invites sealed bids from eligible bidders for the construction of the above contracts. .

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    The Works comprise upgrading of existing road in Dolakha and Ramechhap Districts of Nepal. The works to be executed will mainly comprise:

(i) Excavation and Formation of Embankment, (ii) Masonry side drains, (iii) Gabion and masonry retaining structures, (iv) Double Bituminous Surface Treatment (DBST), (v) Single surface treatment (SBST) to shoulder, (vi) causeways and Culverts and other protection works, (vii) in addition to above, Contract No. RCSP/ICB/TMK/01 includes Otta seal as a trial and Contract No. RCSP/ICB/TMK/02 includes construction of two numbers of RCC Bridges. The duration of contracts will be 24 months.

6.    Bidders may bid for one or more contracts. If a bidder submits several successful bids, the evaluation will also include an assessment of the bidder's capacity to meet the aggregated requirements of respective contracts. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

7.    Bidders will be required in their bids to demonstrate the following:

9.    To purchase the Bidding Documents in English, eligible bidders should:

  • Purchase from the above address or from the Department of Roads, Babarmahal on or before 3:00 pm Friday 26 September 2008.
  • Write to the address above requesting the bidding documents "RCSP/ICB/TMK/01", "RCSP/ICB/TMK/02" and "RCSP/ICB/TMK/03", separately.
  • Pay a non-refundable fee of NRs 10,000 or US$ 160.00. The method of payment will be in the form of bank draft in favor of the Project Directorate, DOR. Cash payment will be accepted in case of local currency only.
  • For an additional fee of US$ 50.00 per package the Bidding Document will be sent through courier.
  • For local companies attach copies of the Contractor's registration, VAT registration and tax clearance certificate.

10.    Deliver your bid:

  • to the address above
  • on or before 28 September 2008, 12:00 noon local time. If the deadline for bid submission falls on the official government holiday, the deadline for bid submission will be the immediate next working day.
  • together with a Bid Security of NRs as shown in the table above. The Bid Security must be valid till 120 days from the last day of submission of bid. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

11.    A pre-bid meeting will be held at the Department of Roads, Project Directorate (ADB), Bishalnagar, Kathmandu on 12 September 2008 at 11:00am. Presence is not mandatory, but interested bidders are encouraged to attend.

12.    The Project Directorate, DOR will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.

13.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
