Invitation for Bids

1.    The invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities in March 2006.

2.    The Government of Nepal has received a Grant from the Asian Development Bank (ADB) towards the cost of the Road Connectivity Sector I Project and intends to apply part of the funds to cover eligible payments under the above-mentioned contracts. Whereas this contract will be jointly financed by ADB, OPEC fund and The Government of Nepal, procurement will be guided by the policies and procedures defined in ADB's Procurement Guidelines. Bidding is open to bidders from eligible source countries of ADB.

3.    The Project Directorate, Department of Roads (DOR), Ministry of Physical Planning and Works, (the Employer) on behalf of Government of Nepal invites sealed bids from eligible bidders for the construction of the above contracts.

4.    National competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    The Works comprise improvement of existing Bhaktapur-Changunarayan road (Chainage 0+000 Km to 5+727.93 Km) in Bhaktapur District of Nepal. The works to be executed will mainly comprise:

(i) Excavation and Formation of Embankment, (ii) Masonry side drains, (iii) Gabion and masonry retaining structures, (iv) Double Bituminous Surface Treatment (DBST), (v) Single surface treatment (SBST) to shoulder, (vi) Culverts and protection works. The duration of the contract will be for 15 months.

6.    Bidders will be required in their bids to demonstrate the following:

  • Average Annual Turnover of best 3 years over last 10 Years : NRs 82.00 Million;
  • Minimum experience in two works of similar nature over the last 10 years : NRs 47.80 Million each

8.    To purchase the Bidding Documents in English, eligible bidders should:

  • Purchase from the above mentioned office or from the Department of Roads, Babarmahal on or before 5:00 pm 25 September 2008.
  • Write to the address above requesting the bidding documents for "RCSP/ICB/GTS/01"
  • Pay NRs 5,000 or US$ 80.00 plus US$ 50.00 for mailing or courier for each package. The method of payment will be in the form of bank draft in favor of the Project Directorate, DOR. Cash payment will be accepted in case of local currency only.
  • Attach (for local companies) copies of the Contractor's registration, VAT registration and tax clearance certificate.

9.     Deliver your bid:

  • to the address above;
  • on or before 26 September 2008, 12:00 noon local time. If the deadline for bid submission falls on the official government holiday, the deadline for bid submission will be the next working day.
  • together with a Bid Security of NRs 1.8 million. The Bid Security must be valid till 90 days from the last day of submission of bid. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

10.    A pre-bid meeting will be held at the Department of Roads, Project Directorate (ADB), Bishalnagar, Kathmandu on 14 September 2008 at 11:00am. Presence is not mandatory, but interested bidders are encouraged to attend.

11.    The Project Directorate, DOR will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.
