1.    The Government of Nepal has received a grant from the Asian Development Bank (ADB) under the Rural Finance Sector Development Cluster Program-1 and it intends to apply part of the proceeds of this grant for procurement of a Core Banking System (CBS) for branches, regional office and head office operations of the Agricultural Development Bank Limited (ADBL), Nepal.

2.    The goods and services required comprise banking software, hardware and related equipment, documentation and user manual, implementation services for pilot sites and other specific units, training for bank and IT staff, maintenance and support services and future upgrades to software.

3.    Bidder eligibility is based on the following:

• must have experience of Proposed CBS of not less than10 years;
• must have an unencumbered cash/line of credit of not less than USD500,000;
• must be able to provide Manufacturer's Certificate for the proposed CBS.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to Bidders from eligible source countries of ADB.

5.    Interested eligible Bidders may obtain further information and inspect the Bidding Document from the Agricultural Development Bank Limited (ADBL) office at the address given below from 18 May to 18 August 2008 from 10.00 AM to 4.30 pm NST on any working day.

6.    To purchase the Bidding Document in English, bidders should:

1. obtain the Bidding Document by hand from ADBL Head Office and pay a non-refundable fee of NPR 15,000.00 in the form of cash to be deposited at the ADBL's Corporate Branch Office located at Ramshah Path, Kathmandu, Nepal;

   or

2. request for delivery by sending a written application to the office stated below and pay a non-refundable fee of NPR 15,000.00 or in USD equivalent (at the rate published by the central bank of Nepal on the payment date), plus the additional courier fee of USD200.00. The method of payment will be in the form of cash deposit at the ADBL's Corporate Branch Office located at Ramshah Path, Kathmandu or by SWIFT transfer to the Account No. 01-0423459-51 maintained with the Standard Chartered Bank Nepal Limited, New Baneswor, Kathmandu, Nepal. The document will be sent through courier service. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• to the address below;
• on or before 11:00AM NST on 19 August 2008. Late bids will be rejected.

8.    All Bids must be accompanied by a Bid Security of NPR 6,900,000. Bids will be opened in the presence of the bidder's representatives who choose to attend at the address below at 11:00 AM (NST), 19 August 2008.

9.    ADBL will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
