Invitation for Pre-qualification

1.    This Invitation for Pre-qualification follows the General Procurement Notice for this project that appeared in the Asian Development Bank (ADB) Business Opportunities on 19 July, 2005. This contract will be jointly financed by ADB and National Highway Authority, Government of Pakistan. The eligibility rules and procedures of ADB will govern the pre-qualification and the bidding procedures.

2.    The Islamic Republic of Pakistan has a Multi-Tranche Financing Facility from the Asian Development Bank (ADB) towards the cost of National Highway Development Sector Investment Program, Batch-2 of the facility which is expected to be submitted for approval by ASB management this year, will be utilized for the contract named above.

3.    The National Highway Authority, (The Employer), intends to pre-qualify firms for the construction of Additional Carriageway from Sukkur - Shikarpur (Bypass) - Jacobabad Section of N-65 (68 Km) including Shikarpur Bypass/Link Road (4.9 Km).

4.    It is expected that the invitation for the bids will be made in July 2008.

5.    Interested eligible Applicants may obtain further information from the General Manager (P&CA) of the National Highway Authority, Islamabad, Pakistan and inspect the Pre-qualification Document at the address given below, during office hours of 09:00-15:00 hrs from Monday to Saturday (upto 12:00 hrs on Friday).

6.    To purchase the Pre-qualification Document in English, applicants should:

• submit a written application to address below;
• pay a non-refundable fee of US$ 50 or equivalent in PAK Rupees. The method of payment will be a pay order/bank draft/cash check in favour of National Highway Authority, Islamabad, Pakistan.
• for an additional fee of US$50 or equivalent in PAK Rupees, the Pre-qualification Document may be sent through courier upon receipt of a written request from the applicant. No liability will be accepted for loss or late delivery.

7.    Applications must be delivered:

• to the address below;
• on or before 20 June 2008 at 14:00 hrs. The Employer reserves the right to accept or reject late applications.

8.    The Employer will not be responsible for any costs or expenses incurred by the applicants in connection with the preparation or delivery of their application.

9.    The Employer will notify all applicants in writing of the names of those applicants who have been pre-qualified.
