Invitation for Bids

1.    The Islamic Republic of Pakistan has applied for a loan from the Asian Development Bank (ADB) towards the cost of Power Distribution Enhancement Investment Program, Phase-I, and I and it intends to apply part of the proceeds of this loan to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.     The Gujranwala Electricity Power Company, GEPCO (the Employer) invites sealed bids from eligible bidders for the Procurement of 132 kV Gas Insulated Switchgear Plant - Design, Supply, Installation at Sheranwala Bagh, Gujranwala, Pakistan.

3.    Only eligible bidders with the following key qualifications should participate in this bidding:

• The contractor/bidder (individual firm/JV) must have at least 5 years or more experience in Supply, installation, testing & commissioning of 132 kV or higher voltage GIS substations with major equipment like circuit breakers, instrument transformers, disconnectors, Power Transformers, etc. and should have supplied and commissioned at least 3 substations ( each with a value of at least US$ 5million ) of similar or higher voltage to the proposed plant and services on turnkey basis and such substations shall have been operating successfully for at least 3 years. Of these 3 substations at least 1 substation should have been completed by the contractor outside its own country.
• The contractor should have sound financial status. The difference between cash in hand and short term liabilities should be adequate enough for smooth execution of this project.

5.   To purchase the Bidding Document in English,

• Submit a written application to the address above, requesting for the Bidding Document No. ADB-GEPCO-01-08 for Procurement of 132 kV Gas Insulated Switchgear Plant - Design, Manufacture, Supply, Installation, Testing and Commissioning of 132KV GIS at Sheranwala Bagh, Gujranwala, Pakistan.
• Pay a non-refundable fee of Rs 7,100 or US$ 100 by Bank Draft from any Scheduled Bank of Pakistan in favor of Chief Engineer (T&G), 565-A Model Town G.T Road Gujranwala (Pakistan).
• For an additional fee of Rs.3,550 for domestic delivery or US$ 50 for overseas delivery, the documents may be sent through courier service. No liability will be accepted for loss or late delivery.

6.    Deliver your bid:

• to the address above;
• on or before 16:00 on 27 September 2008;
• together with a Bid Security of Rs.7.1 million or US $ 0.1 million

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late Bids shall be rejected.

7.    When comparing Bids, ADB's Domestic Preference Scheme will be applied.
